Six key tasks set for Hanoi’s new term 2026-2031

VOV.VN - Secretary of the Hanoi Party Committee Nguyen Duy Ngoc has identified six key tasks for the 2026-2031 term, calling for strong reforms in operations under the principle of “flexible, effective, close to the people and for the people”.

The Hanoi People’s Council for the 2026-2031 term on March 28 opened its first session to consider and decide on a number of important issues, marking the start of the new term.

Addressing the session, Politburo member and Hanoi Party Secretary Nguyen Duy Ngoc stressed that People’s Councils at all levels need to continue renewing their thinking and methods of operation in line with the principle of “flexible, effective, close to the people and for the people”.

He congratulated the 124 members of the 17th-tenure Hanoi People’s Council elected by voters, and said the elections of deputies to the National Assembly and People’s Councils at all levels for the 2026-2031 term in the capital were a complete success, with voter turnout reaching 99.57% and no re-vote required in any constituency.

According to the municipal leader, Hanoi is implementing central and city-level resolutions in a coordinated manner, focusing on three strategic pillars: institutions, planning and the development model, with a target of growth of 11% or higher in the coming period.

He said the immediate task is to complete personnel work, ensuring that the People’s Council and People’s Committee operate smoothly and effectively from the start of the term, while building a leadership team that is united, capable, forward-looking and ready to take responsibility.

People’s Councils at all levels need to improve the quality of decisions, strengthen supervision with clear focus, renew voter engagement, increase the application of digital transformation, and place people at the centre of all decisions.

For the city’s People’s Committee, he called for a shift from “administrative management” to “facilitating development”, tighten discipline, improve the effectiveness of administration, and focus on major tasks, particularly the implementation of Politburo Resolution No. 02..

At the session, Ngoc devised six key tasks for Hanoi in the coming period. The first is to fine-tune personnel work and ensure that the system operates smoothly and effectively from the outset. The second is to build a leadership team that is united, capable, innovative and ready to take responsibility, improving the quality of decision-making. The third is to continue renewing the operations of People’s Councils in line with the principle of “flexible, effective, close to the people and for the people”, improve the quality of resolutions, strengthen supervision and place people at the centre.

The fourth is for the city’s People’s Committee to shift from administrative management to facilitating development, tighten discipline and improve administrative effectiveness. The fifth is for People’s Council deputies to strengthen their responsibility, stay close to voters, fulfil commitments and improve the quality of their work. The sixth is to focus on building a contingent of officials with sufficient qualities and capacity, ensure transparent evaluation and resolutely replace underperforming officials.

He also stressed that Politburo Resolution No. 02 is an important foundation for Hanoi to achieve breakthroughs in the coming period, requiring timely and effective implementation.

Ngoc expressed confidence that the 17th-tenure Hanoi People’s Council will uphold unity and innovation, fulfil its responsibilities and contribute to the city’s rapid and sustainable development as the country’s leading centre and development driver.
