Foreign Minister Pham Binh Minh presented the award to the outgoing Singaporean diplomat at a reception for the latter in Hanoi on August 3. 

Speaking at the presentation ceremony, Mr Minh praised Simon’s efforts and important contributions during his term of office, especially in politics, economic-trade-investment, defence-security, education-training, and tourism. 

The ambassador affirmed that on his new post, he will continue his efforts to further strengthen the bilateral ties.
