The visit is made at the invitation of General Lich's Lao counterpart Sengnuon Saynhalat with the aim of promoting mutual trust and developing the ties of time-honoured friendship, comprehensive cooperation and special solidarity between the two Parties, States and peoples.

The visit also aims to solidify military and national defense cooperation agreements reached by senior leaders from both countries during Party General Secretary Nguyen Phu Trong's official visit to Laos in June 2011 and Lao Party General Secretary, State President Choummaly Sayasone's official friendship visit to Vietnam in August 2011.
