The assessment was affirmed by participants to a seminar held in Tuyen Quang on February 18 under the title “Second National Congress of the Communist Party of Vietnam in Tuyen Quang – Resistance War Capital”.

The seminar, held to celebrate the 60th anniversary of the second National Party Congress, drew revolutionary veterans, historical witnesses, local and central officials as well as scientists and historians.

During the August Revolution in 1945, Tan Trao – Tuyen Quang was the capital of the liberation zone, where President Ho Chi Minh and the Party Central Committee lived and worked to lead the general uprising, gaining power across the country.

During the war of resistance against the French colonialists, Tuyen Quang was the safety zone of the Party Central Committee, President Ho Chi Minh, the National Assembly, the Government and Fatherland Front and almost all ministries, sectors and central agencies.

Especially, the province was the sole locality selected as the host of the Second National Party Congress which was the first Party congress following the first congress held in Macau, China in 1935. 

The second Party National Congress (February 11-19, 1951) is also the only congress so far ever held in a locality other than capital city of Hanoi.

The congress was held on Na Loang hill in Phu An village (now Bo Cung village, Kim Binh commune, Chiem Hoa district). At the congress, important issues deciding the nation’s future were discussed. It worked out policies and guidelines which led the resistance war to complete success.

Presenting the closing speech, Pham Van Linh, Deputy Director of the Commission for Popularization and Education of the Party Central Committee affirmed that the seminar, the first of its kind so far, was the foundation to complete research on the Party Central Committee and President Ho Chi Minh with Tuyen Quang and vice versa.
