Russian media praises development orientations of Vietnam’s 14th Party Congress
The international digital library platform libmonster.net on January 28 published an article by Vyacheslav Ivanovich Grachev, head of the information department at the Institute of Economics under the Russian Academy of Sciences, reviewing the most significant outcomes of the 14th Party Congress.
The author also described the event as a strategic turning point in the country’s development. He highlighted that the 14th Congress set out major goals for Vietnam to become a developing country with modern industry and upper-middle income by 2030, and a developed, high-income nation by 2045. Targets include average annual gross domestic product (GDP) growth of 10% or more during the 2026–2030 period, with per-capita GDP expected to reach around US$8,500 by 2030.
The congress identified 12 major orientations, six key tasks and three strategic breakthroughs focusing on institutional reform and law enforcement, human resources, and the development of comprehensive modern infrastructure. It affirmed that new growth models should serve as guiding principles for sustainable development, including the knowledge-based economy, digital economy, green economy and circular economy.
The state-run economic sector was reaffirmed as playing a leading role in macroeconomic stability and strategic direction, while the private economic sector was recognised as one of the most important driving forces of the economy.
Of particular significance, the author noted, is the strong shift towards a development-oriented mindset and the determination to place culture at the centre of development, viewing it as an internal resource for sustainable national growth. When core values – national, cultural and family values – are closely integrated, they form a solid shield against the negative aspects of globalisation while fostering national pride and self-reliance.
For the first time, the congress documents clearly and consistently stressed the need to take the happiness and satisfaction of the people as the measure of effectiveness of Party organisations and the entire political system. The author observed that this reflects a significant shift in leadership thinking: while growth remains important, the ultimate objective of all policies is comprehensive human development.
On personnel matters, the congress elected a new Central Committee comprising 200 members, which unanimously re-elected To Lam as General Secretary of the 14th term. This demonstrates a high level of unity within the Party and ensures stability and continuity of leadership as Vietnam enters a new phase of development, the article noted.
Regarding foreign relations, the author pointed out that the Political Report underscored the need to further develop Vietnam's ties with neighbouring countries, major powers, Southeast Asian nations, traditional friends and important partners, with Russia identified as belonging to the group of Vietnam’s traditional friends and important partners. On the evening of January 24, Russian President Vladimir Putin had phone talks with Party General Secretary To Lam to congratulate him on the successful 14th National Party Congress.

Total victory will surely be ours!”, describing it as a powerful reminder that the time has come to turn every decision into action, every policy into tangible results, and the people’s trust into a solid driving force for implementing the set programmes.
