Party General Secretary To Lam made the statement at a first-quarter meeting of the Central Public Security Party Committee in Hanoi on March 31.

According to the Ministry of Public Security, in the first quarter of 2026, the Standing Board of the Central Public Security Party Committee directed work across all areas, with notable results including firmly safeguarding national security, avoiding strategic surprise, and ensuring absolute security and safety for major political events of the Party and State.

These efforts contributed to maintaining political stability and serving economic, cultural, social and external affairs.

The ministry also intensified crime prevention and control, focusing on issues affecting social life, contributing to a sustained decline in crime and improvements in social order and safety, while strengthening public confidence.

The Public Security Force continued to play a core and proactive role in implementing central directives, particularly the Resolution of the 14th National Party Congress and its action programme, as well as strategic resolutions of the Politburo.

At the same time, the ministry promoted the use of the national population database and electronic identification, serving key political tasks while facilitating business activities and public services.

Party committees within the Public Security Force continued to renew leadership methods in a more practical and specific direction, assigning tasks alongside guidance, supervision and evaluation of results, while increasing the use of information technology in leadership, management and operations.

The force also maintained a leading role in ensuring security and safety in tandem with social welfare, including support for vulnerable groups.

The meeting also heard specialised reports and discussed documents submitted for consideration.

Speaking at the meeting, State President Luong Cuong, Prime Minister Pham Minh Chinh, and National Assembly Chairman Tran Thanh Man praised the Public Security Force for its first-quarter results and outlined key tasks for the coming period.

Concluding the meeting, To Lam highlighted five key results achieved by the Public Security Force, including practical and innovative approaches in implementing social welfare policies.

These include registering to build 15 schools in mountainous and border areas, studying the establishment of three multi-level boarding schools for disadvantaged and ethnic minority children, and supporting Dien Bien province in eliminating electricity gaps in Mong communities.

He also noted initial progress in science and technology, innovation, digital transformation and the development of the security industry.

In the period ahead, the Party leader called for a unified understanding of the high requirements in safeguarding the Party, the regime and national security in the new revolutionary stage, ensuring the country is not caught off guard strategically.

He also underscored the need to build an orderly, disciplined, safe and healthy society, and to develop the Public Security Force into a revolutionary, regular, elite and modern force, with discipline, accountability and public service ethics placed at the forefront.

The Party chief called for further strengthening Party building and force development, with a clear roadmap to build a revolutionary, regular, elite and modern Public Security Force ahead of 2030.

He also urged decisive measures to ensure that the three-tier police model operates effectively in 2026, and continued review and recommendations on functions and tasks to ensure effective protection of national security in the new situation.
