Political stability lays groundwork for Vietnam’s comprehensive reform

VOV.VN - Vietnam has continued to maintain strong political stability, creating favorable conditions for deep and wide-ranging reforms across a variety of fields amid global turbulence.

According to many international experts and organizations, this stability is a strategic advantage that has enabled the country’s development trajectory.

The United Nations Development Programme (UNDP) has noted that Vietnam is undergoing a historic administrative reform with a focus on restructuring provincial-level administrative units and consolidating local government into a two-tier system. These measures aim not only to reduce administrative costs but also to enhance the autonomy and flexibility of local administrations in socio-economic governance.

This is a critical step toward improving the effectiveness and efficiency of policy implementation while promoting inclusive governance.

Sharing this perspective, Adrien Dolimont, Minister and Premier of the Government of Wallonia, and Elisabeth Degryse, Minister and Premier of the French-speaking Community Government of Belgium, emphasized that political stability plays a crucial role in enabling Vietnam’s comprehensive reforms. Dolimont remarked that geopolitical stability is a key factor in attracting investment, especially in light of Vietnam’s impressive economic growth in recent years –a trend he expects to continue.

He added that such stability also supports academic partnerships by fostering a sense of security and maintaining long-term cooperation in a constructive and open spirit. In his view, enduring ties of 30 to 50 years reflect this clearly. He stated that Vietnam’s growth momentum, underpinned by stability, is contributing to international trust, which he described as essential.

Alongside administrative restructuring, Vietnam is accelerating the development of digital government, streamlining public services, linking data systems, and increasing transparency. The international community has welcomed these bold steps, which aim to enhance state management, curb corruption, and better serve citizens and businesses.

According to the latest Provincial Governance and Public Administration Performance Index (PAPI), public satisfaction with services has risen markedly, while informal costs have shown a clear decline. Vietnam is also prioritizing digital awareness, infrastructure investment, and the implementation of key policy resolutions such as Resolution 57 to close the digital divide.

David Archibald, General Director of Al Naboodah Vietnam, observed that what distinguishes Vietnam from other countries in the region is the pace of change. He said this rapid transformation generates a vibrant energy that many foreigners living in Vietnam find energizing. He also pointed to digitalization as a standout trend, with Vietnam emerging as a truly digital society. This transformation is supported by a demographic advantage, as around 60% of the workforce grew up in the digital era.

The private sector is increasingly recognized as a vital driver of the national economy. Vietnam remains committed to institutional reform, improving the business environment, and promoting entrepreneurship and innovation. According to recent assessments by the International Monetary Fund (IMF) and the World Bank (WB), Vietnam has strong potential for sustained and stable growth thanks to consistent policymaking, targeted support for private enterprises, and strategic investments in infrastructure, technology, and education. The Global Innovation Index (GII) 2024 once again ranked Vietnam among countries with innovation performance exceeding their level of development.

Carl Bernadac, Head of Economic Forecasting and Public Policy at the French Development Agency (AFD), commented that Vietnam continues to show a firm development orientation, strong political consensus, and clear commitments to institutional reform, digital transformation, green growth, and sustainable development. He noted that these reforms are being carried out decisively and delivering practical results. He was particularly impressed with Vietnam’s efforts to rationalize institutional structures, dismantle systemic barriers, and improve coordination across ministries and sectors.

According to Bernadac, reforms that enhance cross-sectoral collaboration, such as between finance and planning, or in areas like the economy, the environment, resilience, low-carbon development, and agriculture, offer promising prospects for the implementation of complex policies. These efforts are aimed at balancing macroeconomic stability, economic growth, employment, energy transition, and climate resilience.

Investors and international organizations continue to greatly value Vietnam’s stable socio-political environment, considering it a major asset that supports the country’s role in global supply chains and long-term development cooperation. Political stability is not the end goal of reform. It serves as the foundation for bold, sustainable, and forward-looking transformation in a time of deepening international integration.
