Prime Minister Nguyen Tan Dung on October 10 sent a message of condolence to his Thai counterpart Yingluck Shinawatra over great losses of lives and property caused by recent floods. 
The same day, Foreign Minister Pham Binh Minh also cabled a message of sympathy to his Thai counterpart Surapong Towichakchaikul. 

The disaster has killed 261 and affected 2.3 million people in Thailand. Since July 25, the country has suffered from widespread floods, the worst since 1995.
