PM Chinh urges nationwide push to reach 8.3-8.5% economic growth in 2025
VOV.VN - Achieving GDP growth of 8.3-8.5% in 2025 will require stronger, more coordinated efforts across all sectors, laying the groundwork for double-digit expansion in the following years as part of the country’s centennial development goals.

Prime Minister Pham Minh Chinh emphasized this while chairing an online conference with localities on July 16 to discuss economic growth scenarios and solutions for achieving the 2025 growth target.
The event was attended by Politburo members, Party Central Committee members, deputy prime ministers, leaders of the Government Party Committee, central ministries and agencies, commercial banks, state-owned corporations and business groups. It was livestreamed to 34 centrally-run provinces and cities, with connections to 3,320 communes, wards and special administrative units.
Opening the conference, the Government leader said the meeting is designed to review socio-economic performance in the first half of the year and identify key tasks and solutions to firmly pursue the growth target of more than 8%, as instructed by the Party, the State, the National Assembly, the Government, and especially Party General Secretary To Lam.
He noted that since the beginning of the year, Vietnam has been undertaking a series of breakthrough and strategic reforms, both immediate and long-term. These include the ongoing restructuring of the state apparatus, which has been progressing steadily despite numerous challenges.
The Government has submitted proposals to the Politburo for the issuance of four important resolutions, including Resolutions 57, 59, 66, and 68-NQ/TW. At present, the Government is also drafting additional resolutions on education and training, healthcare, and culture to be submitted to the appropriate authorities. Together, these policy directions from the Politburo are expected to lay the foundation for entering a new era, one defined by a vision of a civilized and prosperous Vietnam, PM Chinh went on.
He stressed that the entire political system must act in unison. Without coordinated, professional, and unified action, it is impossible to generate collective strength.
At this conference, the Government put forward a specific growth target: national GDP should reach 8.3 to 8.5% in 2025. This would create a solid base for achieving double-digit growth in the 2026–2030 period and help fulfill Vietnam’s two long-term strategic development goals tied to its centennial milestone, Chinh said.
He also raised a direct question: “Can we achieve 8.3% to 8.5% growth in the remaining two quarters? And what must be done to reach that target?” He emphasized the need to clearly identify growth pillars and drivers, stressing that the entire political system must engage. Ministries, sectors, agencies, economic groups, and all economic stakeholders, including the private economic sector, must make a concerted effort to advance, aiming to reach this year’s growth target and build momentum for achieving double-digit growth from 2026 to 2030.
He called for an in-depth analysis of global developments to shape appropriate policy responses. Domestically, both immediate and long-term solutions are needed to tackle internal challenges. The economy must be restructured and the growth model adapted to current realities in order to remove bottlenecks and accelerate new drivers of growth. Every province, city, commune, ward, and special zone must also contribute to overall growth, the cabinet leader said.
Reaffirming the need for shared awareness and unified action, the PM stressed that all levels of government must work together to meet the growth targets set by the Party and the National Assembly. He also announced that following this meeting, the Government will issue a new resolution outlining assigned growth targets and a unified national growth scenario.
