PM Chinh calls for priority investment in disadvantaged and ethnic minority areas
VOV.VN - Prime Minister Pham Minh Chinh chaired a conference in Hanoi on December 30 to implement National Assembly resolutions on resolving bottlenecks facing projects and land linked to inspection conclusions, audit findings and court rulings.
The meeting also focused on national target programs on new rural development, sustainable poverty reduction, and socio-economic development in ethnic minority and mountainous areas.
Under Politburo Conclusion No. 77 and National Assembly Resolution No. 170, many longstanding obstacles have been cleared, enabling stalled projects to resume and helping unlock resources for the State, businesses and the public. To date, solutions have been identified or applied for 5,203 projects. Of these, 3,289 projects and land plots, with total investment of around VND 1.67 quadrillion and covering some 70,000 hectares, have been brought into operation.
In his speech, PM Chinh stated that nationwide, 2,991 projects remain stalled or face prolonged difficulties, involving more than 153,000 hectares of land and total investment of about VND 2.46 quadrillion. He asked localities to continue reviewing pending projects following preliminary assessments and to propose solutions, while also reassessing projects under Politburo Conclusion No. 77 and Resolution No. 170 to prioritize their settlement.
He laid stress on the need to encourage remediation in line with Party regulations and State laws, avoid losses and waste of land resources belonging to the State, the public and businesses, and uphold discipline and the rule of law. He underlined that State investment should serve as seed capital to activate and mobilize broader social resources for development.
The Government chief described the resolution of project-related obstacles as complex and demanding, requiring a step-by-step approach that avoids both haste and excessive caution, while not missing opportunities. He assigned the Ministry of Agriculture and Environment to take the lead in drafting guidance for localities on carrying out Resolution 170, and tasked the Ministry of Finance, in coordination with the Government Inspectorate, with reviewing and compiling a list of eligible projects and land cases for submission to the Government, enabling immediate implementation by local authorities.
He also instructed ministries, sectors and localities to urgently propose directions and solutions for particularly difficult issues not yet covered by existing legal provisions, while clearly specifying the competent authority for handling each case.
Regarding national target programs, PM Chinh asked the Ministry of Agriculture and Environment to swiftly prepare reports and feasibility studies, and to issue investment decisions for the 2026-2030 national target program in January 2026, based on maximum decentralization and delegation of authority to localities.
It is imperative to avoid overlapping beneficiaries, ensure coordination between central and local levels without dependence, and allocate funding to localities from the beginning of 2026 to enable proactive implementation, he went on to say.
PM Chinh also called on provincial and municipal leaders to step up communication and awareness across the political system and among the public about the Party and State’s policies, develop focused and practical implementation plans tailored to local conditions, avoid fragmented implementation and formalism, and prioritize disadvantaged areas, core poverty zones and especially disadvantaged communes.
He urged decisive leadership under the principle of “local decision-making, local implementation and local accountability,” linked to the responsibility of heads of agencies, while promoting sustainable models, green growth, value-chain linkages, changes in mindset, improved awareness, and encouragement for farmers to confidently escape poverty, pursue prosperity, adopt green and sustainable production practices, and boost digital transformation.
