PM calls for developing digital citizens as core of national digital transformation
VOV.VN - Digital government cannot be achieved without digital citizens, Prime Minister Pham Minh Chinh has said, stressing that people must remain “both the center and the driver” of the national digital transformation to ensure they genuinely benefit from it.
Prime Minister Pham Minh Chinh, head of the Government’s steering committee for science and technology development, innovation, digital transformation and Project 06, chaired the committee’s fifth meeting in Hanoi on November 15.
Opening the session, the Prime Minister said the meeting serves as a key step in preparing for the 2025 year-end review of national science and technology development, innovation, digital transformation and Project 06, as well as orientations and tasks for 2026-2030.
To achieve strategic goals, he said the Party, State and Government have set growth target of 8% or higher in 2025, laying the groundwork for double-digit expansion in the following period, alongside a 100% disbursement goal for public investment next year.
He said sustained high growth requires constant renewal of traditional growth drivers, including investment, consumption and exports, while also tapping into emerging engines such as the digital economy; green, circular and sharing economies; semiconductors; artificial intelligence; the Internet of Things; quantum technologies; biotechnology; underground and marine spaces; and outer space. He added that industrialization, modernization, economic restructuring and a new growth model must be promoted with science and technology, innovation and digital transformation serving as the major drivers.
He noted that the Politburo has issued seven key resolutions, including Resolution No. 57 on breakthroughs in science and technology development, innovation and national digital transformation, under the spirit of “the Party has directed, the Government has agreed, the National Assembly supports, the people endorse- only moving forward, not backward” and making use of “every hour and every minute” in implementation.
The Vietnamese Government chief highlighted positive progress across legal frameworks, mechanisms and policies, as well as encouraging sectoral results. However, he said substantial work remains to achieve the goals related to national science and technology development, innovation, digital transformation, administrative reform and Project 06. He called for personalized responsibility and consistent, persistent and synchronized action from central to local levels.
PM Chinh emphasized that digital government cannot advance without digital citizens, saying that people are defined as both the center and the subject of this revolution, carrying responsibility for participating in digital transformation while also being able to benefit from it.
He called for addressing current weaknesses in developing databases and ensuring they are “accurate, complete, clean and live.” He also urged solutions to remove remaining bottlenecks in implementation, including measures to support emerging growth drivers such as digital infrastructure, artificial intelligence, semiconductors and data platforms.
The Government leader laid stress on breakthroughs in public investment disbursement for science and technology development, innovation and digital transformation; stronger cuts to administrative procedures; data reuse to reduce paperwork; and better support for citizens and businesses. He also underlined the need to resolve difficulties in the two-tier local administration model, particularly regarding digital transformation.
