Party General Secretary underscores dual mission of nation-building and defence

VOV.VN - Party General Secretary To Lam has highlighted the historic lesson that building the nation must go hand in hand with defending it, calling for stronger combat readiness and modernization to respond to new security challenges.

The Central Military Commission and the Ministry of National Defence held a ceremony in Hanoi on September 6 to mark the 80th anniversary of the Vietnam People’s Army General Staff and to confer the title “Hero of the People’s Armed Forces.”

Party chief To Lam, Secretary of the Central Military Commission delivered a speech at the ceremony.

On behalf of Party and State leaders, he solemnly conferred the title “Hero of the People’s Armed Force” on the General Staff of the Vietnam People’s Army. General Secretary To Lam congratulated the General Staff on its great achievements, outstanding growth, and glorious traditions over the past 80 years, affirming that its accomplishments and victories have always reflected the pinnacle of military art and the Party’s leadership in people’s war. They also embody the courage, wisdom, strategic talent, and creative application of Vietnam’s traditions in defending the nation.

Recalling the historic lesson and precious tradition of the ancestors - “Building the nation must go hand in hand with defending it”, the Party leader emphasized that in the context of increasingly complex international and regional developments and hostile forces intensifying their actions against the Party, the State, and the revolutionary cause of the people, it is essential for the Vietnam People’s Army and the militia and self-defence forces to fulfill their functions of strategic advice and to perform military and defence tasks effectively in the new situation.

He asked that the General Staff strengthen command and direction across the armed forces to consistently uphold vigilance, strictly maintain combat readiness, conduct patrols and monitoring, and ensure tight management of airspace, seas, borders, mainland territory, and cyberspace.

He also called for adjustments to strategic deployments, plans, and operational scenarios to fit reality, while thoroughly carrying out the Party’s guidelines on building the armed forces and developing an increasingly capable and combat-ready People’s Army. This includes directing the effective implementation of the Politburo’s Resolution No. 05 on the organization of the Vietnam People’s Army for the 2021-2030 period.

General Secretary To Lam urged the General Staff to advise on concretizing and realizing the policy of building a modern army, with clear roadmaps, steps, criteria, and feasible measures; to promptly address bottlenecks and obstacles; and to allocate appropriate resources for weapons and equipment to advance modernization. He laid stress on the need to strengthen the reserve force and the militia and self-defence forces, with particular attention given to building permanent maritime militia units to safeguard sovereignty over seas and islands in the new situation.

On this occasion, the General Secretary also called on the General Staff of the Vietnam People’s Army to continue advising and directing the effective implementation of the Politburo’s Resolution No. 57 and the Central Military Commission’s Resolution No. 3488 on breakthroughs in science, technology, innovation, and digital transformation.

He underlined the importance of promoting administrative reform in connection with digital transformation to enhance efficiency in command, leadership, and management within the Ministry of National Defence.
