The cooperation documents include a Memorandum of Understanding (MoU) on scientific and technological cooperation between the Ministry of Science and Technology of Vietnam and the Ministry of Science, ICT and Future Planning of the RoK, an MoU on cooperation in copyright and related rights between the Ministry of Culture, Sports and Tourism of Vietnam and the Ministry of Culture, Sports and Tourism of the RoK, an MoU to enhance renewable energy cooperation between the Ministry of Industry and Trade of Vietnam and the Ministry of Trade, Industry and Energy of the RoK, an MoU on dispatching and receiving workers to work in the RoK under the Employment Permit System (EPS), signed between the Ministry of Home Affairs of Vietnam and the Ministry of Labor and Employment of the RoK, an MoU on cooperation and technical support related to central banking activities between the State Bank of Vietnam and the Bank of Korea, a Memorandum of Cooperation between the State Securities Commission of Vietnam and the Financial Supervisory Service of the RoK, an amended and supplemented MoU on educational cooperation between the Ministry of Education and Training of Vietnam and the Ministry of Education of the RoK, an MoU on fisheries cooperation between the Ministry of Agriculture and Environment of Vietnam and the Ministry of Oceans and Fisheries of the RoK, an MoU on human resource development in the nuclear energy sector between the Vietnam National Nuclear Energy Industry Group and Korea Electric Power Corporation,  and a memorandum of cooperation to strengthen ties between the People’s Committee of Da Nang City (Vietnam) and the RoK’s Pyeongtaek City administration.

This state visit to the RoK marks the first official visit of Party General Secretary To Lam in his capacity as General Secretary of the Communist Party of Vietnam, and also the first state visit by a head of state to the East Asian nation since the country formed its new government. The visit is of great significance, creating fresh impetus and opening numerous opportunities for cooperation between the two nations in a new era of development.

More than 30 years after establishing diplomatic relations, the partnership between Vietnam and the RoK has become a distinctive, effective, and substantive model relationship. The framework of bilateral ties has reached its highest level, characterized by a comprehensive strategic partnership and very high political trust, with practical cooperation across numerous fields bringing practical benefits to the people and businesses of both countries.
