Party considers revising 1992 Constitution
The Communist Party’s 11th Central Committee commenced its second conference in Hanoi on July 4 to discuss a series of important issues such as amending and supplementing the 1992 constitution and nominating personnel to senior positions in state organs.
The conference will also discuss the agenda for the whole tenure of the Party Central Committee, and work out more specific and practical regulations for the working statutes for the Central Committee, the Politburo, the Central Secretariat and the Central Commission for Inspection.
Addressing the conference, Party General Secretary Nguyen Phu Trong stressed that the Constitution is an important political legal document, which outlines the most essential social relations and demonstrates the nature of Vietnam’s State and political system, ensuring the country’s political stability and sovereignty.
Therefore, Mr Trong said, revising and supplementing the 1992 constitution is hard but essential work, and must be undertaken strictly and systematically under the leadership of the Party Central Committee. He added that the Central Committee needs to collect ideas from experts, scientists, managers and others to do its job correctly.
Regarding the nomination of deputies to senior State positions, the Party chief urged the Central Committee to take sufficient time to select the best candidates to recommend to the National Assembly for its approval.
For the Party’s 11th Central Committee’s agenda, Mr Trong highlighted the need to revise the ways the Party makes resolutions, and give priority to urgent issues such as improving the efficiency of state corporations, fighting corruption, wastefulness, and malpractices, promoting democracy, strengthening state agencies, safeguarding national independence and sovereignty, and proactively integrating into the international community.
Nguyen Phu Trong also spoke about maintaining the Party’s strict discipline and reforming the working style of the Party’s leadership in order to boost the effectiveness of the Party’s operations and bolster the strength and unity within the Party.
