The 10th Party Central Committee began its fourth conference in Hanoi on January 15 focusing discussions on preparations for the election to the upcoming legislature, reorganisation of Party and State bodies, important economic development policies in the post-WTO period and a marine strategy.

In his keynote speech, Party General Secretary Nong Duc Manh underlined the need to sum up activities of the 11th National Assembly and prepare for the election to the new legislative body which will take place this year. He quoted a resolution of the recent 10th National Party Congress as saying “we need to re-organise the operation of the legislative body, finalise the election mechanism to increase the quality of NA deputies, properly increase the number of full-time NA deputies and better bring into play the role of NA deputies and delegations.”

In this spirit, he said, it is important to prepare personnel plans for the election to select highly competent and virtuous deputies to represent the will and aspiration of the people and meet the country’s requirements in the new revolutionary period, thereafter helping build and perfect the law-governed socialist State of the people, for the people and by the people.

He asked delegates to draw up a timetable for the organisation of Party congresses at the national and grassroots level and elections to the National Assembly and local People’s Councils to enhance their role, particularly in debating and deciding on socio-economic development plans with a view to saving time, money and energy.

The Party leader also said that during the conference delegates will discuss several issues related to the restructuring and institutionalisation of Party and State bodies as well as mass organisations to increase the Party leadership and bring into full play the role and responsibility of State agencies, the Fatherland Front and people’s organisations.

Regarding difficulties and challenges Vietnam will have to overcome after joining the World Trade Organisation, Mr Manh stressed that “with high determination to work out suitable policies and take effective measures, we will not only overcome challenges, but also turn those challenges into the driving force behind development. During the integration process, we must have suitable policies and mechanisms to ensure the national economy develops steadily, while still maintaining independence, sovereignty and socialist orientation.”


The conference will last through January 24.
