The fourth conference of the 10th Party Central Committee concluded in Hanoi on January 24 after a nearly 10-day sitting. It decided on many important issues including orientations for the upcoming election to the National Assembly, continued re-organisation of Party and State bodies, major economic development policies in the post-WTO period and a marine-based development strategy.

Deeper international integration
In his closing speech, Party General Secretary Nong Duc Manh noted that Vietnam’s recent admission to the World Trade Organisation marked a turning point in the country’s international economic integration process resulting from its efforts in the Doi Moi (Renewal) process and the building of the socialist-oriented market economy. The event helped raise Vietnam’s position in the international arena and create opportunities for the country to develop more steadily and comprehensively and early escape the underdeveloped nation status. However, it also posed tough challenges, requiring greater efforts from the entire nation to overcome.

Regarding international economic integration, Mr Manh said the Party’s consistent stance is to maintain independence, sovereignty and territorial integrity, integrate for the sake of national interests, maintain socialist orientations and realise the goal of a rich people, a strong country and an equitable, democratic and civilised society. To fulfil WTO commitments, he said Vietnam should devise mechanisms and policies in line with development orientations, promote bilateral and multilateral, regional and international cooperation, combine economic growth with its quality and efficiency, as well as social progress and equality, protect and improve the ecological environment, preserve and develop the traditional cultural identity, maintain political and socio-economic stability and effectively tap all resources for national development.


Mr Manh said it is necessary to strengthen the leadership of the Party and the active role of the State, the Vietnam Fatherland Front and socio-political organisations in promoting people’s mastery right and the strength of the great national unity bloc.


“International economic integration is the Party’s consistent policy in conformity with the objective trend and the course of national development. Therefore, it is imperative to raise awareness of the issue among the entire Party, people and army, rekindle and promote the revolutionary and self-reliant spirit of people from all strata to make the best use of opportunities, cope with competition and overcome challenges,” said Mr Manh. “Vietnam needs to finalise the legal system and economic institutions; early and consistently build elements of a market economy; fully and efficiently tap all resources; accelerate administrative reform; raise the competitive capacity of the nation, enterprises and products; support agriculture and rural development and better tackle social issues.” 

 


Developing the marine-based economy

In his speech, Mr Manh acknowledged the important role the sea plays in national construction and defence. He said the Party and State have issued many resolutions and decrees to develop the marine-based economy. However, the implementation of these resolutions and decrees in localities is still far from satisfaction. Therefore, he said the building of a national sea strategy till 2020 and beyond is a must to develop the marine-based economy while firmly defending national sovereignty and maintaining national development.


In the strategy, the Party leader said Vietnam should identify priority areas for socio-economic development in the sea and along the coastal line, particularly in the northern, north-central, central, east-southern and west-southern regions. The country should identify orientations to develop marine-based science and technology, protect the environment, prevent natural disasters and build infrastructure facilities in coastal areas.    


To implement the strategy, Mr Manh said that Vietnam should have consistent policies and solutions, enhance education about the role and position of the sea in national construction and defence, build a force strong enough to firmly defend sovereignty and security at sea, enhance the State management of sea-related issues, adopt incentive policies on investment in the sea and coastal areas, develop human resources, boost international cooperation and establish several powerful economic groups specialising in marine-based economy.


“A correct sea strategy will create a prerequisite for Vietnam to further develop the role of the sea in national industrialisation and modernisation as well as national construction and defence,” said Mr Manh. 

Continued renewal of the political system

Party leader Manh quoted a resolution of the recent 10th National Party Congress as saying “we need to re-organise the operation of the legislative body, finalise the election mechanism to increase the quality of NA deputies, properly increase the number of full-time NA deputies and better bring into play the role of NA deputies and delegations. We need to reorganise several NA Committees, enhance the capacity of the Ethnicity Council and other NA Committee, further renew the law-building process, reduce the issuance of ordinances, and better carry out the legislature’s task of deciding on the country’s important issues and supreme overseeing function.”


To prepare for the election to the 12th National Assembly scheduled for this year, Mr Manh said it is important to prepare personnel plans for the election to select highly competent and virtuous deputies to represent the will and aspiration of the people and meet the country’s requirements in the new revolutionary period, thereafter helping build and perfect the law-governed socialist State of the people, for the people and by the people.


He proposed strengthening the Party leadership and the close cooperation between the NA and the Vietnam Fatherland Front to ensure the success of the election.

Mr Manh also said that the Party Congress’ resolution pointed out the need to continue renewing and institutionalising the apparatus of the Party and the entire political system and further identifying functions, tasks, organisational and operational mechanisms of the entire system so as to increase the operation efficiency of these organisations.    

The Party General Secretary noted that the reform must be in line with the country’s political system, market-oriented economy, international economic integration and a law-governed socialist State of the people, by the people and for the people under the Party leadership.


Reforming Party and State organisations aims to help them operate more effectively to successfully fulfil their tasks. Reforming the National Assembly apparatus aims to improve the quality and effectiveness of NA activities and better promote the role of NA deputies and NA delegations. Law building and supervising activities should be further renovated to contribute to building and perfecting the law-governed socialist State of the people, by the people and for the people.

The Government apparatus needs to boost administrative reform in line with the State management of the market-oriented economy and international economic integration.


The Supreme People’s Court and the People’s Procuracy should sharpen their capacity to implement the Party’s policies on judicial reforms and meet demands in the new period of development.

Greater effforts in need 
Discussions and decisions at the conference are of great significance, Mr Manh said. But more important is how these decisions will be brought to life and bear fruit.

In the past year, the Party, State and people gained important and great achievements. The 10th National Party Congress was successfully held and its resolutions were passed and are being implemented by ministries, sectors and localities.

The country elected senior officials for the National Assembly, the State and the Government. Party building work achieved positive results while anti-corruption, wastefulness and thrift practice gained initial success. The Party Central Committee, the Political Bureau and the Secretariat were determined and unanimous in managing the country and raising the responsibility of each individual and collective.

Despite natural disasters, epidemics and price fluctuations in the world, Vietnam attained outstanding socio-economic achievements, Mr Manh said. Many socio-economic targets were fulfilled and surpassed. Foreign investment in the country kept increasing. Poverty reduction gained new results and the material and spiritual life of people were further improved. Foreign affairs produced important results and politics, security, national defence and social order were maintained.

Such achievements in the past year paved the way for more successes in 2007 – the second year of the five-year socio-economic development plan and the year of the election of the National Assembly.

Concluding his speech, Party General Secretary Manh asked members of the Party Central Committee and all Party members to uphold their vanguard role in order to fulfil all assigned tasks, and, together with the whole people, achieve greater successes in 2007.
