Party General Secretary To Lam said he was pleased to speak with General Secretary and President Xi Jinping shortly after the successful conclusion of the 14th National Congress of the Communist Party of Vietnam (CPV).

On behalf of the CPV Central Committee, Party General Secretary To Lam expressed appreciation to the Central Committee of the CPC for sending congratulatory messages to the 14th National Congress at an early stage, and thanked Xi Jinping for his congratulatory letter following To Lam’s re-election as Party General Secretary.

On behalf of the Party, State and people of China, General Secretary and President Xi Jinping warmly congratulated the CPV on the successful organisation of its 14th National Congress, and congratulated To Lam on his election as General Secretary of the new-term CPV Central Committee.

Xi Jinping expressed confidence that, under the firm leadership of the CPV Central Committee headed by Party General Secretary To Lam, Vietnam will successfully implement the Resolution of the 14th National Congress and fulfil the two “100-year goals” marking the founding of the Party and the founding of the nation.

Sharing key outcomes of the 14th National Congress, Party leader To Lam stressed that the Congress fulfilled an important historical mission by conducting a profound review of Vietnam’s revolutionary practice after 40 years of Doi Moi (renewal), and by setting out major goals and directions not only for the coming five-year term but also strategic orientations shaping the future and destiny of the Vietnamese nation in a new era of development.

He reaffirmed Vietnam’s resolve to build a peaceful, independent, democratic, prosperous, developed, civilised and happy country, advancing steadily toward socialism.

Vietnam remains steadfast in its goal of national independence and socialism, consistently places the people at the centre, as both the subject and driving force of development, establishes a new growth model, and pursues an independent, self-reliant and resilient foreign policy of peace, friendship, cooperation and development, with diversified and multilateral external relations.

Congratulating China on its major development achievements under the leadership of the CPC Central Committee with General Secretary and President Xi Jinping as its core, Party chief To Lam reaffirmed Vietnam’s consistent adherence to the one-China policy, praised China’s role as a responsible major power for regional and global peace and development, and voiced Vietnam’s support for China’s initiatives on development, security, civilisation and global governance.

Party General Secretary To Lam affirmed that Vietnam attaches the highest importance to and gives top priority to developing relations with China, emphasizing that Vietnam-China ties should continue to serve as a pillar of long-term stability and deep strategic cohesion. He said the Party and State of Vietnam stand ready to work hand in hand with the Party and State of China to further strengthen bonds between the two socialist neighbours under Party leadership, while accompanying and supporting each other in realizing the development visions and aspirations identified by both sides.

He proposed that the two sides elevate political trust to a new level to guide cooperation across all areas, continue frequent and flexible high-level exchanges, reinforce the pillar role of key sectors including diplomacy, defence and public security, and promote substantive breakthroughs and remarkable progress in practical cooperation.

Party General Secretary To Lam also called on Xi Jinping to encourage expanded imports of Vietnamese goods, particularly agricultural and aquatic products; prioritise railway cooperation; step up high-quality investment linked with technology transfer and human resource training; and augment science and technology cooperation as a new bright spot.

He expressed his hope that both sides would continue to nurture friendship, mutual understanding and trust between the two peoples, while bolstering tourism cooperation.

Xi Jinping affirmed China’s readiness to work with Vietnam to further deepen the Comprehensive Strategic Cooperative Partnership and advance the China-Vietnam community with a shared future of strategic significance to a new level, guided by the orientation of “six more”.

Agreeing with Party General Secretary To Lam’s assessments of regional and international developments and proposals to forge Party-to-Party and state-to-state relations, Xi Jinping said China is willing to enhance high-level exchanges, promote mutual learning in Party building and national governance, ensure effective operation of the bilateral Steering Committee for Cooperation, and strengthen coordination in diplomacy, defence and public security. He reiterated China’s readiness to import high-quality Vietnamese agricultural products and to continue encouraging Chinese enterprises to invest and do business in Vietnam.

Building on positive progress in bilateral railway cooperation, Xi Jinping stated that his nation is ready to intensify exchanges under the China-Vietnam Joint Committee on Railway Cooperation to deliver substantive advances in this area.

To solidify the social foundation and grassroots support for China-Vietnam friendship, he expressed the hope that both sides would increase youth exchanges, locality-to-locality cooperation and media collaboration, and affirmed China’s willingness to support Vietnam in building the Museum of the Communist Party of Vietnam.

The two sides consented to maintain close exchanges and coordination at multilateral forums, and to better manage and control differences.

As the traditional Lunar New Year of both nations approaches, the two Party leaders extended New Year greetings to the Parties, States and people of both countries, wishing continued major achievements in socialist building, prosperity and well-being for the two peoples, and healthy, stable development of Party-to-Party and state-to-state relations.
