Party chief To Lam attends voter meeting with 16th NA candidates
VOV.VN - Party General Secretary To Lam on February 26 attended a voter meeting with candidates for the 16th National Assembly (NA) for the 2026-2031 term in Hanoi.
At the event, voters heard brief biographies and action programs of the candidates and exchanged views with them.
Presenting his action program, To Lam pledged that if elected he would fully perform the responsibilities of an NA deputy, actively take part in deliberating and deciding major national issues within the Assembly’s authority, and help ensure that adopted decisions are grounded in reality, in line with the will of the people, strategically oriented and feasible in implementation. He said he would work with the NA to further improve the quality of legislation, supreme oversight and decisions on matters of national importance.
He committed to maintaining close and regular contact with voters in the capital, remaining subject to their oversight, listening to and truthfully reflecting their legitimate opinions and aspirations to the NA and competent agencies for consideration and settlement.
He underlined the importance of voter feedback from central Hanoi, the country’s political and administrative center and a major growth and innovation hub, in shaping strategic orientations, refining institutions and improving governance for both the capital and the nation.
In his action priorities, the Party leader said that if elected he would focus on directing the effective and coordinated implementation of the 14th National Party Congress resolution and other strategic resolutions; promoting institutional reform, particularly the socialist rule-of-law State; removing legal, policy and administrative bottlenecks; strengthening transparent, disciplined and effective governance; maintaining political and social stability; reinforcing national defence and security; ensuring social order and safety; and combating crime, corruption and other negative phenomena.
He added that he would continue to listen to voters’ views on legal discipline, social safety, public ethics and the quality of state governance, while working with the NA and relevant bodies to refine mechanisms and policies for Hanoi’s development as a civilized, modern city with strong identity and a center of innovation and international integration.
On environmental protection, he identified three priorities: continuing to improve laws and policies toward green transition, circular economy and greater transparency to enable public oversight; strengthening discipline in law enforcement, holding accountable those in charge where serious and prolonged pollution occurs, with no exceptions; and placing people at the center of environmental policy, as protecting the environment means protecting public health and livelihoods, especially vulnerable groups.
Responding to a voter’s question on education reform and the implementation of Politburo Resolution No. 71, To Lam said he would work with Party and parliamentary bodies to focus on three requirements: continuing to refine the legal framework and policy mechanisms for stable, long-term education reform; ensuring serious and effective implementation without shifting the burden of reform onto teachers, students and parents; and guaranteeing equitable access to education, with priority for disadvantaged and ethnic minority areas, ensuring all children have opportunities to learn and develop.
