Party chief hails substantive progress in Vietnam-Japan ties
VOV.VN - Party General Secretary To Lam has expressed great joy at the continued substantive and comprehensive progress of Vietnam-Japan relations across all fields more than a year after the two countries upgraded their ties to a Comprehensive Strategic Partnership.

At a reception for Japanese Ambassador to Vietnam Ito Naoki in Hanoi on April 3, the Party leader noted that political trust has been further strengthened, economic cooperation remained a key pillar, and Japan continued to be one of Vietnam’s leading economic partners. Additionally, new areas of cooperation, such as green and digital transformation, have progressed with various specific projects.
He reaffirmed that amid rapid global changes, Vietnam consistently regards Japan as a top-tier partner and a sincere, trustworthy friend, always standing by Vietnam’s development journey. He expressed hope for practical and effective implementation of the Comprehensive Strategic Partnership framework.
Regarding Vietnam’s development goals of becoming an upper-middle-income country with modern industry by 2030 and a high-income developed nation by 2045, General Secretary To Lam stated that Vietnam was vigorously promoting a governmental streamlining reform, tackling institutional bottlenecks, improving infrastructure quality, and enhancing human resources. These efforts aim to create a more favorable investment climate for the private sector, including Japanese businesses.
He spoke highly of Ambassador Ito Naoki’s contributions over the past year in advancing the Vietnam-Japan partnership and effectively carrying out high-level agreements. The Party chief suggested that both sides continue high-level delegation exchanges and step up economic cooperation.
He encouraged Japanese enterprises to actively engage in Vietnam’s strategic infrastructure projects, key energy initiatives, and high-tech sectors. Furthermore, he called for deeper cooperation in training high-quality human resources, science-technology, innovation, locality-to-locality co-operation, culture, and tourism. He also emphasized expanding cooperation into emerging fields such as green energy transition, AI, semiconductors, and digital transformation. The two nations should also enhance coordination, share common stances, and support each other at regional and international forums, he added.
Ambassador Ito Naoki, for his part, expressed his honor and gratitude to Party General Secretary To Lam for the meeting and his valuable guidance on the priorities and focal areas for boosting bilateral ties. He highlighted the deepening Vietnam-Japan partnership, which extends beyond economic, trade, and investment cooperation to security, defence, and people-to-people exchanges. Japan consistently prioritizes Vietnam in its regional foreign policy and remains committed to supporting the country’s industrialization and modernization goals, he affirmed.
Confident in Vietnam’s strong political resolve to streamline governance, the ambassador pledged to continue working closely with relevant ministries and localities of both nations to further promote substantive cooperation, thereby elevating the Vietnam-Japan Comprehensive Strategic Partnership to new heights across all spheres.
