Party chief affirms Vietnam’s wish to deepen ties with Russia

VOV.VN - Vietnam places great importance on and desires to continuously strengthen its relations with Russia, with parliamentary cooperation playing a substantive role in promoting and overseeing the implementation of intergovernmental agreements, while also deepening mutual understanding and trust between the two nations.

Party General Secretary To Lam made the statement at a meeting with Chairman of the State Duma of Russia Vyacheslav Volodin on May 10 in Moscow as part of his official visit to Russia and attendance at the 80th anniversary celebration of the Victory in the Great Patriotic War.

At the meeting, Chairman Vyacheslav Volodin expressed his pleasure at meeting General Secretary To Lam again and thanked him for leading a high-ranking Vietnamese delegation to attend the commemorative event, demonstrating the comradeship and deep sentiment that Vietnam holds for the former Soviet Union and Russia today.

He highly appreciated the significance of the visit, particularly as the two countries mark major historical milestones both domestically and in bilateral relations. He noted that the victory in the Great Patriotic War had contributed to Vietnam’s struggle for independence and freedom in 1945.

The Chairman reaffirmed that Vietnam is a comprehensive strategic partner and a trusted friend of Russia in Southeast Asia. He stressed that the State Duma takes pride in the long-standing, faithful ties between the two nations, and that the visit by the Party General Secretary To Lam will help further deepen the traditional friendship and comprehensive strategic partnership between the two countries, including inter-parliamentary cooperation. He affirmed that all parties in the Duma support Vietnam and are committed to propelling bilateral cooperation forward.

The Vietnamese Party leader acknowledged the important role of the State Duma in Russia’s political system and hailed its active contributions to the Vietnam–Russia parliamentary relationship and broader bilateral ties in recent years.

He affirmed that the Party, State, and people of Vietnam always remember the valuable support of the Soviet people in the past and the Russian people today, both during Vietnam’s struggle for national liberation and in its ongoing national development.

Chairman Volodin highly valued General Secretary To Lam’s specific proposals to renew the traditional friendship, affirming that these suggestions would be included in the agenda of the State Duma and relevant committees.

The two leaders agreed to further boost cooperation between the National Assembly of Vietnam and the State Duma of Russia by maintaining regular exchanges of high-level delegations, parliamentary friendship groups, and relevant committees; promoting legislative experience-sharing; and fine-tuning the legal framework to facilitate the expansion of bilateral cooperation.

They also emphasized the key role of both parliaments in supporting efforts to bolster cooperation in trade, investment, energy, education and training, people-to-people exchange, and locality-to-locality cooperation.

They underlined the need to remove administrative hurdles and create favorable conditions for citizens of both countries to live, study, and work in each other's territory. Host and guest also concurred on the importance of intensifying youth exchanges to preserve and carry forward the traditional friendship between the two nations.

The two leaders also compared notes on strengthening coordination at multilateral parliamentary forums, thereby contributing a united voice in support of peace, cooperation, and sustainable development in the region and the world.

On this occasion, Party General Secretary To Lam conveyed best regards and greetings from National Assembly Chairman Tran Thanh Man and other senior Party and State leaders to Chairman Volodin and Russian leaders. He also extended an invitation for the State Duma Chairman to pay an official visit to Vietnam and co-chair the fourth meeting of the Vietnam–Russia Inter-Parliamentary Cooperation Committee, scheduled for September 2025.
