Party chief affirms NA as forum for democratic debate on major decisions
VOV.VN - On the morning of August 27 in Hanoi, Party General Secretary To Lam chaired a meeting with representatives of all generations of National Assembly deputies, on the occasion of the 80th anniversary of the August Revolution and National Day (September 2), and in preparation for the 80th anniversary of Vietnam’s first general election for the National Assembly.
Those in attendance included President Luong Cuong, Prime Minister Pham Minh Chinh, and National Assembly (NA) Chairman Tran Thanh Man.
Also present were former General Secretary Nong Duc Manh, former Prime Minister Nguyen Tan Dung, former NA Chairpersons Nguyen Sinh Hung and Nguyen Thi Kim Ngan, along with many current and former leaders of the Party, State, and National Assembly.
The meeting was held on the occasion of the 80th anniversary of the August Revolution, National Day (September 2), and in anticipation of the 80th anniversary of the first general election to the National Assembly of Vietnam (January 6, 1946 - January 6, 2026).

The gathering was a profoundly meaningful event, marking an important milestone for the National Assembly of Vietnam. It reflected the recognition and high appreciation of Party and State leaders, as well as Party General Secretary To Lam, for the significant and continuous contributions of successive generations of NA deputies to the country’s development and the national construction and protection process.
The meeting also provided an opportunity to honor the generations of deputies, recall the glorious traditions, share valuable experience, and inspire a common aspiration for renewal, working together to build a NAthat is increasingly democratic, professional, and modern, for a strong, prosperous, and thriving Vietnam stepping confidently into a new era.
In his speech, Party General Secretary To Lam affirmed that, looking back over 80 years, the development path of the Vietnam National Assembly has been a journey of steadfastness, creativity, and continuous renewal.
Since the historic general election on January 6, 1946, the first democratic election in the country’s history, the National Assembly has resolved the nation’s most critical issues: adopting the Constitution, establishing the legal foundation for an independent state; deciding major policies and directions; exercising supreme supervision over the state apparatus; while also conducting parliamentary diplomacy as a contribution to enhancing the nation’s standing on the international stage. Through two prolonged resistance wars, then the period of national reunification, construction, and defence of the Fatherland; and entering the period of Renovation and deep integration, the National Assembly has always accompanied the nation, serving as the venue where major decisions, reflecting the will and aspirations of the people, are discussed democratically, adopted prudently, and carried out decisively.
“Today, we honor the National Assembly not merely as the highest state power institution, but first and foremost as a common house for the people’s representatives-those who have once borne the heavy yet noble responsibility: to listen to the people, speak on behalf of the people, and protect the legitimate interests of the people. In every law, every resolution, there are imprints of the sweat, effort, and collective wisdom of countless generations of deputies; they are the culmination of field trips lived alongside the people, breathing in rhythm with the people, of multi-day debates, of carefully weighed words that ensure both constitutionality and legality, while also guaranteeing feasibility, effectiveness, conciseness, and clarity.

We especially pay tribute to the veteran deputies-those who have witnessed a portion of the history of our National Assembly through challenging periods: land reform, post-war economic recovery, national reunification, the difficult early years of Renovation, then the turning point of international economic integration, building a socialist rule-of-law state and a socialist-oriented market economy. These elders and comrades are shining examples of integrity, wisdom, and devotion to the Fatherland and to the people. Their life stories, hard-earned experiences, successes, and even failures are invaluable lessons for the deputies of today and tomorrow,” emphasized General Secretary To Lam.
Addressing over 2,200 delegates attending the meeting on some achievements and key directions for the country’s development in the coming period, particularly the effort to successfully implement the resolutions of the 13th National Congress of the Party and to thoroughly prepare for the 14th National Congress of the Party, ensuring the fulfillment of the Party’s two centenary goals, the Party chief laid stress on three specific orientations: safeguarding sovereignty and territorial integrity, maintaining peace, stability, and social order; developing the country rapidly and sustainably; and continuously improving and meeting the increasingly high material and spiritual needs of the people. This, he noted, is also the highest goal of the Party and of socialism.
In his response at the meeting, NA Chairman Tran Thanh Man expressed his hope that the deputies would always maintain close, strong ties with the Party, the State, and the people. "Continue to dedicate yourselves to the National Assembly, to the great revolutionary cause of the Party and the nation, as General Secretary To Lam once said: ‘Look back in order to move forward-honor in order to remember and continue the journey."

Entering a new phase, our country faces great opportunities and prospects, but also numerous difficulties and challenges. The NA will continue to implement the Party’s guidelines, listen to the opinions of voters, the people, and enterprises; accompany the Government; coordinate closely with relevant agencies; effectively carry out law-making, supreme supervision, and decision-making on important national issues. It will promote the spirit of innovation, creativity, democracy, and solidarity; promptly institutionalize the Party’s resolutions, bringing the Party’s guidelines into the practical life of the people,” the top Vietnamese legislator said.
On this occasion, NA Chairman Tran Thanh Man respectfully presented the “For the Cause of the Vietnam National Assembly” insignia to General Secretary To Lam, State President Luong Cuong, Prime Minister Pham Minh Chinh, and other current and former Party and State leaders. The National Assembly leadership also presented insignia to deputies of previous NA terms.
