Party Central Committee to consider plan for early election

VOV.VN - The Politburo has submitted to the Party Central Committee a plan on the orientation for the elections of the 16th National Assembly and People’s Councils at all levels for the 2026–2031 tenure, proposing to hold the elections earlier than originally scheduled.

Party General Secretary To Lam made the statement while delivering the opening remarks at the 11th plenum of the 13th Party Central Committee on the morning of April 10 in Hanoi.

Regarding the ongoing preparations for the 14th National Party Congress and the elections of the 16th National Assembly and People’s Councils for the 2026–2031 tenure, the Party leader noted that since the 10th plenum, the Politburo has continued to proactively and urgently direct preparations, focusing on two key pillars: documents and personnel work.

He emphasized that personnel work is “the core of the core” for realizing the goals and vision set for the 14th National Party Congress. With higher demands and expectations, a more qualified cadre contingent is required, particularly at the strategic level. Personnel planning must be prepared early and will continue to be refined up until the Congress.

The Politburo has instructed a review and update of the draft orientation on personnel work for the 14th Party Central Committee in line with the structure of the new organizational model; reviewed and proposed additions to the strategic-level personnel planning; and drafted amendments to Politburo Directive 35 on organizing Party congresses at all levels in preparation for the 14th National Party Congress.

The General Secretary stressed that all these critical efforts aim to successfully organize Party congresses at all levels and the 14th National Party Congress in the first quarter of 2026, as planned.

To help promptly realize the Resolution of the 14th Congress, the Politburo has submitted to the Party Central Committee the plan on the orientation for the elections of the 16th National Assembly and People’s Councils at all levels for the 2026–2031 tenure with a policy direction to hold elections earlier than usual. The proposal also outlines reforms to improve the effectiveness of the National Assembly and People’s Councils, thereby fully promoting the people’s right to participate in national governance.

“These are highly strategic and important matters for the country’s development in the new period,” the Party chief affirmed, while calling on delegates to thoroughly study the documents and give opinions on the key aspects of each topic. These documents will serve as a foundation and guiding compass to lead and organize the successful implementation of the Party congresses at all levels, the 14th National Party Congress, and the elections of the 16th National Assembly and People’s Councils for the 2026–2031 term.

According to Article 4 of the 2015 Law on Elections of Deputies to the National Assembly and People’s Councils, the National Assembly decides the nationwide election day for these bodies and approves the establishment of the National Election Council.

Article 5 of the same law stipulates that the election day must fall on a Sunday and be announced no later than 115 days before the election.

Regarding this matter, in its document convening the upcoming 9th session of the 15th National Assembly set to open on May 5, the National Assembly Standing Committee has proposed adding to the agenda the review and decision on proposed amendments to several articles of the 2013 Constitution, along with 13 draft laws to support the continued restructuring of the political system, including revisions to the Law on Elections of Deputies to the National Assembly and People’s Councils.

The NA Standing Committee also proposes that the NA consider and decide on the establishment of the National Election Council, elect its Chair, and approve the list of Vice Chairs and members.

These issues are also scheduled for discussion at the 44th session of the National Assembly Standing Committee slated for April 14.

As stipulated by law, the National Election Council organizes National Assembly elections and provides direction and guidance for elections of People’s Councils at all levels.

The Council, established by the National Assembly, comprises 15 to 21 members, including the Chair, Vice Chairs, and members representing the National Assembly Standing Committee, the Government, the Central Committee of the Vietnam Fatherland Front, and other relevant agencies and organizations.
