New apparatus must better serve people and businesses: Party and State leader
VOV.VN - The newly restructured state apparatus must improve service quality for people and businesses through stronger institutions, greater decentralization and delegation of authority, tighter power supervision, and a more capable civil service.
The statement was made by Party General Secretary and State President To Lam at a national conference reviewing one year of operations under the three-tier government model on July 1 in Hanoi.
The guiding principle was clear: the new organizational structure must create new capacity, a new decentralization and delegation mechanism must go hand in hand with new responsibilities, new data must create new governance methods, and the new apparatus must deliver better services for people and businesses, To Lam emphasized.
He called for stronger decentralization and delegation of authority while ensuring adequate conditions and tighter control of power, stressing the need to address situations where responsibilities are assigned to lower levels without sufficient conditions for implementation.
The Party’s policy of restructuring and streamlining the political system to make it leaner, more effective and more efficient was entirely correct, necessary and strategically important for national development, he continued.
He described the reform as broad in scope, difficult and far-reaching, affecting most agencies, officials, civil servants and workers across the political system, from the central level to the grassroots.
After one year, the initial phase of organizational restructuring had been completed, and the next task was to shift focus toward improving operational quality, service capacity and capacity to drive development.
To Lam called for continued efforts to improve institutions governing both the legal framework and organizational structure of the political system.
He also urged a comprehensive review and refinement of laws across all sectors, as well as implementation guidelines, to ensure consistency, clarity, transparency and ease of implementation across all three levels of government.
The top leader also underlined the need to continue reforming the Party’s leadership methods over the political system and society.
Party committees, he said, should lead through strategic direction, institutions, personnel work, inspections, supervision and performance evaluation.
To Lam stated that the Party’s comprehensive leadership must be maintained without replacing the role of state agencies, relaxing oversight or engaging in unnecessary administrative interference in the functions of state agencies, the Vietnam Fatherland Front and socio-political organizations.
He also called for continued reforms in grassroots Party organizations to improve the quality of Party cell activities and strengthen grassroots Party organizations as political nuclei and centers of unity. He asked for further refinement of the two-tier local government model and its operational mechanism.
It is essential to accelerate decentralization and delegation of authority while ensuring sufficient resources and effective power oversight, with particular focus on building a team of officials capable of meeting the demands of the new model, To Lam stressed.
He emphasized this as the most critical task, saying the execution capacity of commune-level administrations will be be the key measure of the new model’s success.
To Lam called for the swift completion of job position frameworks and assessments of officials’ capacity, strengths and experience to ensure the right people are placed in the right roles.
He also urged stronger deployment of capable personnel with deep expertise to the grassroots, particularly in land management, construction, planning, investment, finance, information technology, inspection, justice, education, healthcare and urban management.
