Nationwide administrative restructuring a historic strategic step: Party leader
VOV.VN - Party General Secretary To Lam has emphasized that the newly restructured development space is built on a long-term vision, aiming to ensure sustainable growth in a harmonized and scientific manner.

A ceremony was held on June 30 in Ho Chi Minh City to announce resolutions and decisions by central and local authorities concerning the merger of administrative units at provincial and communal levels, the dissolution of district-level administrative units, and the establishment of Party organizations, appointments of Party committees, People's Councils, People's Committees, and the Vietnam Fatherland Front Committees for Ho Chi Minh City’s wards, communes, and special zones.
The ceremony was livestreamed to 168 locations across wards, communes, and special zones in the southern city. Party General Secretary To Lam delivered a keynote address.
Those also in attendance were Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen and former State President Nguyen Minh Triet.
At the conference, Party General Secretary To Lam solemnly presented the Politburo’s decision appointing Nguyen Van Nen, Politburo member and Secretary of the Ho Chi Minh City Party Committee, to continue serving as Secretary of the Ho Chi Minh City Party Committee after the merger.
The Politburo also appointed four Deputy Secretaries of the Ho Chi Minh City Party Committee: Nguyen Thanh Nghi, Nguyen Van Duoc, Vo Van Minh, and Nguyen Phuoc Loc.
In addition, the Politburo approved the new Standing Board of the Ho Chi Minh City Party Committee, consisting of 27 members: 11 from the Standing Board of the Ba Ria–Vung Tau Provincial Party Committee, 7 from the Standing Board of the Binh Duong Provincial Party Committee, and 9 from the Standing Board of the Ho Chi Minh City Party Committee after the merger.

The conference also announced the Secretariat’s decision on the new Ho Chi Minh City Party Committee’s Inspection Commission for the 2020–2025 term, appointing 19 members. Vo Van Dung, currently Chair of the Inspection Commission of the Ba Ria–Vung Tau Provincial Party Committee, was appointed Chair of the new Ho Chi Minh City Inspection Commission.
Additionally, a resolution of the National Assembly Standing Committee was presented, assigning the positions of Head and Deputy Heads of the 15th National Assembly delegation for Ho Chi Minh City, as well as Chairpersons, Vice Chairpersons, and Heads of Committees under the municipal People’s Council for the 2021–2026 term, with a total of 12 members.
Accordingly, Nguyen Van Loi, Secretary of the Binh Duong Provincial Party Committee and Head of the province’s National Assembly delegation, was appointed Head of the Ho Chi Minh City delegation to the 15th National Assembly.
As for the Ho Chi Minh City People’s Council, Vo Van Minh, Chairman of the Binh Duong Provincial People’s Committee, was appointed Chairman of the municipal People’s Council.
The Prime Minister also issued a decision appointing the Chairman and Vice Chairs of the Ho Chi Minh City People’s Committee for the 2021–2026 term. Under this decision, Nguyen Van Duoc, currently Chairman of the Ho Chi Minh City People’s Committee, will continue to serve as Chairman in the new administrative structure.
In his speech at the ceremony, Party General Secretary To Lam emphasized that the “Announcement of the resolutions and decisions of the central and local administrations on the merger of administrative units, the establishment of Party organizations, and the appointment of Party committees, People’s Councils, People’s Committees, and Vietnam Fatherland Front Committees at the city, commune, ward, and special zone levels” marks the official launch of the two-tier government model for the expanded Ho Chi Minh City, encompassing Ho Chi Minh City, Binh Duong province, and Ba Ria–Vung Tau province.
He affirmed that this is not merely an administrative event, but a strategic transformation, an essential and objective requirement of the people and the nation on the path to building growth engines for the country and the region, in alignment with the aspiration for a “strong and prosperous Vietnam by 2045.”
Stressing that the integration of the three localities is not a mere amalgamation, but a convergence of shared vision and collective will for development, the Party chief stated that the goal is to form a mega-city, an emerging regional and global hub for finance, manufacturing, logistics, and innovation.
He underlined, “This newly restructured development space is built on a long-term vision, aiming for harmonized, sustainable, and scientific growth. It vividly demonstrates strategic thinking and the drive to reform governance structures to better serve the people, thereby bringing the government closer to citizens and improving its effectiveness.”
He affirmed that this is a pioneering and breakthrough step in reforming the urban government apparatus, and creating favorable conditions for fast, robust, and efficient development in the nation’s most urbanized region. The model will enhance autonomy and flexibility in administration, while establishing a clear institutional framework that enables satellite cities, industrial zones, logistics centers, and seaport services to fully tap into their potential.

Most importantly, the concept of a government that serves the people will no longer be just a slogan, but a concrete, substantive reality, reaching every citizen and business.
He stated that the country has entered a new stage of development, not only with pride, but with a deep sense of responsibility to the nation and to future generations. From Ho Chi Minh City, a place of resilience and compassion, the Party General Secretary called on the entire nation to uphold the spirit of progress to transform every street, neighborhood, residential area, factory, field, river, and coastline into symbols of prosperity and integration.
Expressing his confidence, he said that Ho Chi Minh City, exactly 50 years since its liberation, will not only continue to be a bright spot for Vietnam, but also become a destination for Asia and the world. He called for joint action to live up to the trust and expectations of the Party, the State, and the people.
On this momentous occasion, the Party chief extended heartfelt greetings, congratulations, and the Party’s aspirations to the people nationwide, looking ahead to a bright future for the country.
