This morning, the National Assembly (NA) convenes in plenary to hear the Government’s proposal on revising the contents of Resolution No. 94/2015 on the investment policy for the Long Thanh International Airport project.

The Government will also present four additional items, including a draft law amending and supplementing a number of provisions of the Law on Value-Added Tax; a draft resolution on special mechanisms and policies for the implementation of major projects in the capital area; a proposal on a second-phase allocation of the 2025 state budget sourced from non-refundable foreign aid; and proposed amendments to Resolution No. 170/2024 dated November 30, 2024, on special mechanisms and policies to deal with difficulties and problems related to projects and land following inspection conclusions, audits and court rulings in Ho Chi Minh City, Da Nang City and Khanh Hoa province.

After hearing verification reports, National Assembly deputies will discuss the above contents in plenary. Toward the end of this morning’s sitting, deputies will also hold group discussions on the draft law amending and supplementing several provisions of the Law on Value-Added Tax.

In the afternoon, the assembly will continue working in plenary to listen to the Government’s submissions and verification reports on a number of special and particularly special mechanisms and policies applicable to the North–South high-speed railway project.

Deputies will also discuss a series of other items, including a draft resolution on mechanisms and policies for national energy development for the 2026-2030 period; special and particularly special mechanisms and policies for the North–South high-speed railway project; and investment policy proposals for the construction of the Gia Binh International Airport and the Vinh–Thanh Thuy expressway project.

The NA will further consider the proposed revision of Resolution No. 94/2015/QH13 on the investment policy for Long Thanh International Airport and the amendments to Resolution No. 170/2024/QH15 dated Nov. 30, 2024, on special mechanisms and policies to resolve difficulties related to projects and land following inspection and audit conclusions and court rulings in Ho Chi Minh City, Da Nang City and Khanh Hoa Province.

The Minister of Construction and the Minister of Finance are expected to provide explanations and clarifications on issues raised by deputies.

During the same week, the assembly will review the 2025 reports on crime prevention and law-violation control, along with the annual 2025 work reports of the Chief Prosecutor of the Supreme People’s Procuracy and the Chief Justice of the People’s Courts.

Other agenda items include the 2025 report on anti-corruption efforts; the report on the reception of citizens, handling of petitions and supervision of the settlement of complaints and denunciations submitted to the National Assembly in 2025; and the Government’s report on the receipt of citizens and the settlement of administrative complaints and denunciations during the year.

The Government will also submit to the legislative body a proposal to reduce the 2025 state budget allocation for economic expenditure previously assigned to the Ministry of Construction and reallocate the funds for targeted transfers to provincial and municipal people’s committees to support road-sector recovery from natural disasters (second phase), as well as a report on the implementation of the Politburo’s conclusions concerning the policy orientation and handling plan for the Phuong Nam Pulp Mill project.

The NA has reserved the final two working days of the 10th session to vote on the adoption of more than 40 draft laws and nearly 20 draft resolutions, together with many other major policy decisions.

The closing session of the 10th meeting is scheduled to take place on the afternoon of December 11.
