On June 17, with National Assembly (NA) Vice Chairman Nguyen Duc Kien in the chair, the NA voted in favour of a resolution on the Law and Ordinance Making Programme for 2010, the Public Debt Management Law, the Law on Urban Planning and the Law on Judicial Records.

The deputies passed the resolution on the Law and Ordinance Making Programme for 2010 by an overwhelming vote of 436 to 449, accounting for 88.44 percent of the vote.

The resolution calls for approval of 12 bills, further discussion of 10 others scheduled for sometime in June next year, and inclusion of 20 new bills in the programme.

The Law on Judicial Records, approved by 337 to 445 (76.47 percent of the vote), will be enforced from July 1, 2010.  This law outlines the procedure for providing, receiving and updating judicial records, managing judicial records databases and the governing of judicial records at State level. The management of the National Centre for Judicial Records will fall under the Ministry of Justice.

The Public Debt Management Law, which will come into effect on October 1, 2010, was passed by 446 to 449, (90.47 percent of the vote). The law stipulates that the Ministry of Finance will assist the Government in managing public debt. It will be responsible for foreign loans in the name of the Government or the State, except for loans specifically taken out by the State Bank. Cooperation between the Ministry of Finance and the State Bank to mobilise domestic capital to effectively use the monetary and credit policy is also stipulated in the law.

The Law on Urban Planning, adopted by 440 to 444 with a pass rate of 89.25 percent, will come into effect January 1, 2010. The law will regulate all urban planning activities, from building, evaluation, approval and adjustment of urban plans all the way through to implementing projects.
