NA Chairman Tran Thanh Man calls for practical, effective supervision

VOV.VN - Chairman of the National Assembly (NA) Tran Thanh Man called for supervision activities to become more substantive, regular, practical and effective while working with the National Assembly’s Committee for Culture and Social Affairs on May 18.

In his remarks at the working session, NA Chairman Man said the committee oversees important sectors that receive special attention from the Party and the State, noting that Party General Secretary and State President To Lam has shown particular interest in education and healthcare.

He said the Party, State and people have high expectations for the National Assembly, emphasizing that institutional reform has been identified as the “breakthrough of breakthroughs” to help realize the country’s development aspirations. According to the top legislator, many sectors under the committee’s responsibility require urgent institutional review and improvement.

He called on the committee to continue studying and implementing documents of the 14th National Party Congress and the first congress of the Party organization of the former Committee for Culture and Education for the 2025-2030 term.

On legislative work, Man urged effective implementation of Politburo Resolution 66 dated April 30, 2025 on reforming lawmaking and law enforcement to meet the country’s development needs in the new period. He also called for renewed legislative thinking and thorough preparation of 10 draft laws expected to be submitted to the National Assembly at its second session, noting that many of the committee’s areas of responsibility involve sensitive and complex issues directly affecting the public.

He asked the committee to work closely with ministries and agencies from the policy drafting and impact assessment stages, coordinate in reviewing draft laws and resolutions in line with procedures and regulations, and closely monitor the issuance of guiding documents and implementation of adopted laws and resolutions.

The NA Chairman particularly emphasized that supervision work must clearly define responsibilities while strengthening monitoring and post-supervision follow-up. He also requested a comprehensive review of the implementation of conclusions issued by supervision delegations under the former Committee for Culture and Education.

Quoting remarks by Party General Secretary and State President To Lam, the NA leader said supervision activities must “go to the end of the matter, listen fully, speak the truth, make recommendations in the right place and follow through to the final result.”

He stated that the NA has promptly institutionalized major Politburo policies related to education and training, healthcare and public health, and the development of Vietnamese culture. He therefore called on the committee to strengthen supervision over the implementation of these policies.

On decisions involving major national issues, Man said the committee has built strong credibility through large-scale forums and seminars and should continue promoting those activities in the future. He also backed plans to organize a seminar on institutions and policies related to resources for education and training development.

The Chairman also called for reforms in leadership, management and work organization, while underscoring the need to improve the quality of officials and civil servants, continue streamlining organizational structures and maximize the strengths of each official through appropriate task assignments.

He added that developing a digital National Assembly for the 2024-2026 period, with a vision toward 2030, would be key to improving the quality and effectiveness of the committee’s work.
