Mr Guebuza is accompanied by the Minister of Foreign Affairs, the Minister of Education and Culture, the Minister of Health and the Minister of Agriculture, among other advisors and officials.

His visit aims to promote bilateral cooperation in agriculture, healthcare, education and science and technology and share experiences in poverty reduction, agriculture and rural development and food security maintenance.

The visit takes place at a time when Vietnam is seeking to build trade with Africa and pursues policies of diversification and multilateralisation of international relations and international economic integration. Both Vietnam and Mozambique are developing countries and members of the Non-Aligned Movement. The two countries have many similarities in traditional relations. They supported each other in their respective struggle for national independence and economic construction. Between 1980-1990, Vietnam sent many agricultural, educational and medical experts to help Mozambique.
