Growth target raised to 8% with emphasis on science and technology
VOV.VN - Leaders of ministries, sectors, localities, and universities have put forward numerous proposals to the Government and the Prime Minister, offering recommendations and breakthrough solutions to make digital transformation a true driver of growth, improve production resources, and develop databases.
Prime Minister Pham Minh Chinh chaired a conference in Hanoi on February 11 to discuss science, technology, innovation, and high-quality human resources as drivers of economic growth.
In his address, the Vietnamese Government leader emphasized that economic growth must be driven by higher labor productivity, which in turn relies on advancements in science and technology, innovation, digital transformation, and high-quality human resources. He reaffirmed that education, training, and science and technology are top national priorities and that investing in these fields is an investment in development.
The Prime Minister noted that the Government’s action program outlines seven key task groups with 142 specific assignments for ministries, agencies, and localities.
The key challenge lies in execution, ensuring that science and technology, innovation, digital transformation, and high-quality human resources truly become breakthrough forces and primary drivers of economic growth, enabling rapid and sustainable national development. He also urged relevant agencies to prepare and submit a draft resolution to the National Assembly at its upcoming extraordinary session, aiming to pilot new policies that remove obstacles in science and technology, innovation, and digital transformation. Additionally, he directed that the amended Science and Technology Law be presented at the National Assembly’s May session.
Chinh stressed that developing science and technology, fostering innovation, and accelerating digital transformation are not just strategic priorities but essential choices for the country’s future. He called for a coordinated effort across all sectors and levels of government, involving the entire political system. This effort, he emphasized, should not be limited to government bodies, universities, and research institutions. Businesses must take the lead, and all citizens should actively participate, with people at the heart of this transformation.
The cabinet leader asked participants to assess the current landscape of science and technology, innovation, digital transformation, and high-quality human resources, identify challenges that need to be addressed, and capitalize on available opportunities. He also called for recommendations on breakthrough policies and solutions, particularly in institutional reform, infrastructure, and workforce development.

Minister of Planning and Investment Nguyen Chi Dung stated that for science and technology, innovation, and high-quality human resources to drive economic growth, helping Vietnam achieve a growth rate of at least 8% in 2025 and laying a solid foundation for double-digit growth in the 2026–2030 period, the Government must demonstrate the highest level of commitment and take decisive action to effectively carry out Resolution No. 03.
He called for sweeping, transformative changes that deliver tangible impacts on economic growth indicators.
Minister of Public Security Luong Tam Quang proposed a comprehensive investment strategy to develop IT infrastructure and drive national digital transformation, coupled with enhanced data security measures and strengthened cybersecurity capabilities to lay a solid foundation for the digital economy. He also underlined the need to build a modern dual-use security industry that integrates national defense with civilian applications. In this, cybersecurity and big data industries should serve as key pillars, with the involvement of leading domestic corporations and enterprises to drive research, development, and mastery of core technologies essential for the Fourth Industrial Revolution.
Additionally, he stressed the importance of refining policies and regulations on information security, data protection, and intellectual property rights for high-tech innovations. He called for breakthroughs in training and developing high-quality human resources for scientific and technological research, backed by long-term strategic planning and strong driving forces.
Minister Luong Tam Quang affirmed that law enforcement agencies would continue working hand in hand with competent agencies to ensure that science, technology, and innovation initiatives align with national development goals.
He emphasized the need to swiftly prevent and eliminate any exploitation of preferential policies in these fields for manipulation, profiteering, or violations of economic and national security interests. He also underscored the importance of intensifying efforts to combat cybercrime, ensuring a secure and stable environment that fosters scientific and technological advancement, innovation, and sustained economic growth in the time ahead.
