Addressing a national conference in Hanoi on January 11, Mr Manh noted that mass mobilisation has made a significant contribution to enhancing the leadership and combative spirit of Party organisations, building a strong and transparent political system and consolidating people’s trust in the Party and State.
He praised the mass mobilisation sector for its new operations in 2009, resulting in marked improvements at grassroots level, especially in the leadership of the Party toward the political system.
He said the Central Mass Mobilisation Commission made recommendations to the Party and State immediate solutions to pressing social issues, supervised the implementation of Party resolutions, restructured its organisation and fulfilled tasks entrusted to it by the Party and the Political Bureau.
He said the Vietnam Fatherland Front, mass organisations and armed forces renewed their operations, inquired into public aspirations and transferred them to the Party and State, and encouraged the people to implement national policies.
Mr Manh said 2010 is an important year for Vietnam as it is the last year of implementation of the national five-year development plan. In addition, Vietnam will celebrate many important national anniversaries, and provinces and cities will organise local Party congresses in the lead up to the 11th National Party Congress scheduled for January 2011.
To this end, he asked the mass mobilisation sector to encourage people of all social sections to unite, maintain political stability and take an active part in national development and defence.
“The mobilisation work must help implement solutions to reverse the economic downturn, prevent a possible return of high inflation, stabilise the macro economy, improve the investment environment, accelerate economic restructuring, generate more jobs and ensure social welfare,” said Mr Manh.
He asked the sector to better carry out exemplary role model campaigns, especially at grassroots level, increase direct dialogue with the people and inquire into issues of pressing concern, such as production, employment and incomes.
He also proposed that the sector enhance the dissemination of information to raise the accountability of Party organisations, administrations, fatherland fronts and other organisations towards mass mobilisation, and at the same time promote the people’s creativity and role.
He underlined the need to combine mass mobilisation with the ongoing campaign of “Studying and Following late President Ho Chi Minh’s moral examples”.
He also reminded the sector to better carry out ethnic and religious affairs, promote democracy and act as a supervisor for administrative affairs.
