Participant exchanged experiences in mass mobilisation, especially in ethnic minority groups and resettlement regions. According to a report at the meeting, the north-western region which is home to a lot of ethnic minority people is still in difficulty. Planting poppy and free migration, especially in Son La, Lao Cai, Yen Bai, Lai Chau and Dien Bien provinces still happened.

In recent times, mass mobilisation cadres have come to each community to encourage local people to implement the Party and Government’s policies and actively join in production to eliminate poverty, helping to stabilise socio-political situation in the region.
