Provinces throughout the country should make the best use of capital inflows for poverty reduction, said Deputy Prime Minister Nguyen Sinh Hung at an online conference on August 12 with the aim of reducing poverty in a rapid and sustainable manner in the 61 poorest districts.

A programme to build a model for developing rural areas is being launched in 11 key communes. Along with the Government’s resolution 30a on poverty reduction, this programme will help ensure economic and social stability, said Hung.

According to the Ministry of Labour, Invalids and Social Affairs (MoLISA), the Ministry of Finance has balanced this year’s budget to advance capital for localities to carry out the resolution.  Accordingly, each province will be provided with nearly VND 200 billion.

MoLISA Minister Nguyen Thi Kim Ngan said that by August 5, 57 local projects were appraised by the Ministry of Planning and Investment and VND1,260 billion is  needed to build more than 77,000 houses for the poor. So far, all districts have finalised projects to build houses for poor households and 16 districts have already began to build more than 11,000 houses. Meanwhile, northern Thanh Hoa province has finished 1,300 houses.

In terms of labour exports, over 1,200 people have been short-listed under a pilot labour export project implemented in the six northern and central provinces of Phu Tho, Thanh Hoa, Quang Binh, Quang Tri, Yen Bai and Quang Ngai.

In response to the Government’s campaign in support of the poor, as many as 40 groups, corporations and businesses have provided financial assistance for 60 poor districts.

The Deputy PM appreciated ministries, sectors and localities for implementing resolution 30a effectively, demonstrating the Party, State and Government’s careful attention to the poorest districts in the country.

Mr Hung asked localities to adopt related policies such as ensuring sufficient supplies of rice for the poor, providing capital to help them with animal and poultry breeding and assisting them to gain access to schools and repair dilapidated houses.

In addition, it is essential to focus on vocational training, job creation, agro-forestry promotion programmes and infrastructure development so that resolution 30a will be implemented effectively, Mr Hung noted.
