Legal, institutional reform key to government’s outstanding achievements

Legal and institutional reform has made a crucial contribution to Vietnam’s socio-economic development as well as the Government’s outstanding achievements during the current tenure, according to Party Central Committee member and Minister of Justice Nguyen Hai Ninh.

Speaking at a press conference in Hanoi on October 9 on preparations for the first Congress of the Government’s Party Organisation for the 2025–2030 tenure, Ninh said that during the past term, the Party Committee of the Government had submitted numerous documents to the Party Central Committee’s Secretariat and Politburo concerning legal and institutional development.

It advised the Party Central Committee to issue Resolution No. 27-NQ/TW on continuing to build and perfect the law-governed socialist State of Vietnam in the new period and proposed that the Politburo promulgate Regulation No. 178-QD/TW on controlling power and preventing and combating corruption and negative phenomena in law-making.

Most recently, the Politburo issued Resolution No. 66-NQ/TW on the reform of law-making and enforcement processes to meet the country's development requirements in the new era, which introduced innovative orientations in both thinking and action.

The Party Committee also recommended the establishment of the central steering committee for perfecting institutions and laws, a major step reflecting the strong attention of the Politburo, the Secretariat, the Government, and the Prime Minister to institutional development in the current context.

According to Ninh, besides its regular meetings, the Government has so far held 41 special sessions dedicated to law making. Since the beginning of the term, it has submitted 121 laws and resolutions to the National Assembly (NA) for adoption.

In 2025 alone, the Government has presented 31 laws and 16 resolutions to the NA during the ninth extraordinary and regular sessions and plans to propose about 55 draft laws and resolutions for consideration at the 10th session. In total, about 102 legal documents are expected to be submitted to the legislature this year.

From the start of the tenure to date, the Government and the PM have issued 988 documents under their authority, including 813 decrees, 11 resolutions, and 164 decisions, a record number for a single term, Ninh said.

Despite numerous challenges and bottlenecks, he emphasised that the consistent effort to develop and refine Vietnam’s legal and institutional framework has been a vital driver of socio-economic progress and the Government’s key accomplishments. Over more than four decades of reform, he said, Vietnam’s achievements would not have been possible without a coherent, feasible, and high-quality legal system.

The Party Committee also directed the Government to submit a revised Law on the Promulgation of Legal Documents to the NA, introducing many innovations such as a mechanism for legal interpretation and guidance. It has strengthened transparency and openness in law-making and enforcement by launching the National Legal Information Portal, a two-way interactive platform connecting authorities, citizens, businesses, and local governments, and a system for receiving policy feedback and proposals.

PM Pham Minh Chinh heads a special Steering Committee for reviewing and addressing bottlenecks in the legal system, another unprecedented mechanism aimed at ensuring timely, practical legal reforms.

During this tenure, law enforcement has been closely linked with law making. Based on 2,088 petitions and feedback from local authorities, businesses, and citizens, relevant agencies have identified and addressed numerous legal obstacles, contributing to a more coherent and responsive legal system.

Continued institutional reforms needed after administrative restructuring

The National Assembly (NA), especially its advisory bodies, is responsible for further improving the institutional framework and ensuring that Party regulations and State laws are aligned with the new organisational model following the streamlining of the political apparatus and the restructuring of administrative units, stated NA Chairman Tran Thanh Man.
