Party General Secretary Nong Duc Manh, State President Nguyen Minh Triet and Prime Minister Nguyen Tan Dung extended congratulations to the First Secretary of the Cuban Communist Party Central Committee (CCPCC) Fidel Castro Ruz and the CCPCC Second Secretary, President of the State Council and the Council of Ministers Raúl Castro Ruz.

National Assembly Chairman Nguyen Phu Trong also cabled a congratulatory message to his Cuban counterpart Ricardo Alarcón de Quesada.

The same day, Deputy Prime Minister and Foreign Minister Pham Gia Khiem extended congratulations to Cuban Foreign Minister Bruno Rodriguez Parrilla.
