Legislative activities during the working term of the 11th National Assembly (NA) have made remarkable progress in the quality and number of adopted laws, said National Assembly (NA) Chairman Nguyen Phu Trong.

After 12 days of working with a high sense of responsibility in an ebullient and democratic atmosphere, the last session of the 11th National Assembly (NA) concluded in Hanoi on April 2 with the participation of a delegation from the Chamber of Deputies of the Czech Republic’s Budget Commission.


During the last session, NA deputies spent most of their time reviewing NA activities in the previous working term and considering reports from NA agencies, the State President, the Prime Minister, the President of the People’s Supreme Court and the Chief of the People’s Supreme Procuracy.


The NA discussed and approved the Law on Amendments and Supplements to some Articles of the NA Organisation Law with a view to creating favorable conditions for the 12th NA to renew organisational structures and increase the quality and efficiency of operations.


Under the Government proposal, the NA adopted the
draft law on amendments and supplements to article 73 of the Labor Code, which provides laborers with another day-off each year to celebrate the Hung Kings’ death anniversary (10th day of lunar March).


The NA also gave opinions on the two draft Laws on Special Amnesty and Chemical Substances and approved resolutions on finalising the Ba Ria-Vung Tau Gas-Electricity-Fertiliser Project and building the NA House. Apart from the Q&A session, the NA scrutinised the Prime Minister’s report on the enforcement of the Anti-Corruption Law and the Law on Thrift Practice and Wastefulness Prevention.


In his closing speech, NA Chairman Nguyen Phu Trong said that the NA which is the most powerful representative and most powerful body of the Vietnamese State has made substantial contributions to the country’s common achievements.


Notably, legislative activities during the working term of the 11th National Assembly (NA) have made remarkable progress in the quality and number of adopted laws. The NA’s role in supervising State operations and making important decisions on national issues has become more efficient, more accurate and more substantive.


Apart from achieved results, NA chairman Trong expressed concern over some pending issues. The State apparatus has not been strong enough to fulfil its task, legislative activities have not met demand while red tape, corruption and wastefulness have not yet been fully erased. All these weaknesses and disadvantages need to be quickly resolved to strengthen the apparatus of the State in the new period.


Earlier, head of the NA Office Bui Ngoc Thanh read a report on the deputies’ opinions on the nationally important gas-electricity-fertiliser project in southern Ba Ria-Vung Tau province. The report confirmed the National Assembly’s correct decision under which a new industry – gas exploration and processing – has been set up and developed.


The completion of major project components has remarkably contributed to the country’s economic growth in the past several years. The NA accepted the Government’s proposal to cancel four project components as they do not generate economic efficiency and assigned the Government to seek feasible solutions.


Later, the NA approved the Ba Ria-Vung Tau gas-electricity-fertiliser project with an overwhelming vote in favour.


The National Assembly also agreed on a project to build the NA house at lot D in the Ba Dinh National Political Centre which is surrounded by Ba Dinh Square and Thang Long Royal Citadel known as historical milestones in the cause of national liberation, construction and defence.


According to the plan, the NA house will have the participation of domestic and international consultants. The house must be built in line with surrounding existing construction sites.


Also in the morning, the NA passed draft laws on the supplement and amendments to articles 22, 27, 28 and 34 of the National Assembly Organisation Law and article 73 of the Labour Code.
