Deputy PM Phuc, who is also Vice Chairman of the Central Steering Committee on Judicial Reform, emphasised this at a working session in Hanoi on December 13.

He asked the sector to review the implementation of the 1992 Constitution and propose amendments.

He also urged the Ministry of Justice to improve the quality of creating and appraising legal documents, in order to contribute to ensuring social welfare.

According to a report by the Ministry of Justice, it has drafted and submitted to the National Assembly 10 bills and ordinance and six law-making programs in the 2007-2011 period.

The completion of the institution and reform of judicial administration and legal aid have also been effectively implemented, according to the report.

However, there still remain some shortcomings in law building and enforcement, which makes them difficult for people and businesses to access.
