India,Vietnam review ties, set new directions in strategic dialogue

VOV.VN - Deputy Minister of Foreign Affairs Nguyen Manh Cuong and his Indian Deputy Foreign Minister Periasamy Kumaran co-chaired the 13th Political Consultation and 10th Strategic Dialogue between Vietnam and India on June 25 in New Delhi.

At the political consultation, the two sides reviewed the overall bilateral cooperation and agreed that the Vietnam–India relationship is seeing positive progress, with a high level of political trust.

They noted that high-level agreements, particularly the outcomes of Prime Minister Pham Minh Chinh’s state visit to India in August 2024 are being effectively implemented.

Both sides consented to further strengthen the sound political relationship across all levels and channels, and to expand Party-to-Party ties, seeing regular exchange between the two ruling parties as a vital foundation for long-term stability and deeper bilateral relations. They pledged close coordination in preparing for high-level visits in 2025, aiming to mark a milestone in bilateral ties as the two countries approach the 10th anniversary of their Comprehensive Strategic Partnership (2016–2026).

The two sides affirmed that defence and security cooperation remains a strategic pillar of the relationship. They concurred to expand ties in training, technology transfer, and defence industry cooperation. They also noted the positive momentum in bilateral trade, which reached nearly US$15 billion in 2024, but acknowledged that this figure is still far below the partnership's potential. They agreed on breakthrough measures to expand the scope of cooperation and boost trade in a balanced, mutually beneficial manner, while adapting to global trade fluctuations and contributing to resilient, sustainable supply chains.

Both sides welcomed increased bilateral investment in strategic sectors such as infrastructure, energy, renewable energy, green transition, strategic technology, and emerging technologies including artificial intelligence (AI) and semiconductors.

Deputy Minister Cuong noted that Vietnam is promoting strategic breakthroughs, particularly in science and technology and private sector development. He expressed hope for deeper cooperation in science and technology. Both sides agreed to tap the potential for co-operation in strategic and emerging technologies such as AI, rare earths, and information technology and to accelerate the establishment of joint research funds with a view toward technological self-reliance.

They also emphasized the importance of shared cultural and religious heritage as a foundation for strengthening people-to-people ties and augmenting cooperation in tourism, culture, and education. They welcomed strong growth in tourism, with more than 500,000 Indian visitors to Vietnam in 2024 and over 70 direct flights connecting the two countries each week, and consented to further expand exchanges and connectivity.

Deputy Minister Cuong thanked India for its continued support in training, scholarships, and development assistance through Quick Impact Projects (QIPs), as well as for facilitating the transfer of sacred Buddhist sarira to Vietnam during the Vesak 2025 celebrations.

The two sides also exchanged views on regional and international issues of mutual concern, sharing perspectives on current security challenges, including terrorism, transnational crime, cybercrime, technological threats, and maritime security. They agreed to work closely together to effectively tackles these challenges.

Both sides accentuated the need for stronger cooperation and mutual support at multilateral forums as a contribution to dialogue and maintaining a balanced regional and global order based on international law, while enhancing the role of multilateral institutions.

India reaffirmed its support for ASEAN centrality and reiterated its commitment to the "Act East" policy, identifying Vietnam as a key pillar. India expressed a desire to bolster cooperation with ASEAN and the Mekong subregion.

On this occasion, Deputy Minister Cuong paid a courtesy call on Indian Minister of External Affairs S. Jaishankar, conveying greetings from Vietnamese Deputy Prime Minister and Foreign Minister Bui Thanh Son.

At the meeting, Deputy Minister Cuong reaffirmed Vietnam’s appreciation for its relationship with India, viewing the South Asian nation as one of Vietnam’s top strategic partners. He emphasized the high political trust and shared strategic vision on regional and global issues between the two countries, as both nations pursue their development goals- India by 2047 and Vietnam by 2045.

He briefed Minister Jaishankar on the outcomes of the 13th Political Consultation and 10th Strategic Dialogue, and expressed Vietnam’s commitment to working hand in hand with India across key areas of cooperation including defence, security, trade, science and technology, culture, and people-to-people exchanges.

Minister Jaishankar expressed satisfaction with the strong and effective development of bilateral ties across nearly all areas, and agreed that the two countries should organize high-profile events, including senior-level visits to mark the 10th anniversary of the Comprehensive Strategic Partnership. He stressed the need for new directions to deepen the relationship in response to global and regional fluctuations.

The Indian minister also called for greater focus on trade, investment, energy, and connectivity cooperation, and hoped for early completion of the ASEAN–India Trade in Goods Agreement (AITIGA) review. Minister Jaishankar agreed to schedule the 19th session of the Vietnam–India Joint Commission on Bilateral Cooperation at the foreign ministerial level for 2025.

Both sides agreed to facilitate more high-level exchanges, recognizing these visits as essential to elevating the relationship. They reaffirmed their mutual support at multilateral forums and on regional and international issues of shared interest.

As part of the visit, Deputy FM Cuong also held meetings with Deputy National Security Advisor Pavan Kapoor, Deputy Minister of Commerce and Industry Rajesh Agrawal, BJP General Secretary Vinod Tawde, and several Indian experts to discuss bilateral relations.

Earlier,  Cuong visited Mumbai, where he met with city leaders and the India–Vietnam Chamber of Commerce and Industry (IVCCI) to bolster cooperation between Mumbai-a major economic and financial center in western India and Vietnamese localities, thereby contributing to the diversified and substantive development of bilateral relations in the coming time.
