Hanoi ready for new local governance structure

VOV.VN - Hanoi will implement a reorganized two-tier local government model, comprising the municipal and commune levels, in line with guidance from the central government, starting July 1, 2025.

At a recent virtual training session on professional operations for officials and public employees of the city and new commune-level administrative units, Director of the Hanoi Department of Home Affairs Tran Dinh Canh provided updates on state management activities, organizational structure under the two-tier local government model, and the delegation and delineation of powers and responsibilities.

According to Canh, from July 1, Hanoi will reorganize its local administration into two levels- the city and the commune/ward level  following directions from the central government and the Government’s detailed instructions.

Regarding public service units under commune-level People’s Committees, Canh said that essential public units with state-budget funding will consist of three main categories: kindergartens, primary schools, and lower secondary schools located within the new commune and ward units, in accordance with the central government's orientation.

As for cultural and sports centers, 30 existing centers under the districts will now serve as the cultural and sports centers for the new communes and wards where they are based. In addition to serving their respective areas, they will also organize inter-communal events and activities. Meanwhile, 96 newly formed communes and wards will each establish a new cultural and sports center to provide essential public services in their localities.

Regarding the handover of organizational structure, staffing, finance, assets, and facilities, Canh said the city has established 11 task forces, led by Vice Chairs of the People’s Committee and directors of various departments, to work with relevant units and provide oversight, guidance, and solutions to emerging difficulties and issues during the transition.

Additionally, the Chairman of the Hanoi People’s Committee has issued a decision to form 126 working groups to carry out the handover and reception of personnel, organizational structures, finances, assets, and responsibilities from current district-level and commune-level People’s Committees to the newly established local administrative units.

On the operational readiness of the new government model, Canh confirmed that the organizational structure has been completed, especially with personnel appointments made according to assigned roles. Office locations have been designated, and the Department of Finance has issued guidance on renovations, equipment installation, and upgrades. The city’s document and administrative management software system will also be installed and deployed to all 126 new communes and wards.

Concerning the delegation and delineation of powers, Canh noted that the Department of Home Affairs has submitted to the municipal People’s Committee a proposal to delegate 33 administrative procedures to the commune level. These efforts align with the central government’s direction on administrative reform targets and tasks for the new period.
