Hanoi, HCM City People’s Councils convene second sessions
The second session of the People’s Councils of Hanoi and Ho Chi Minh City convened on July 13.

During its second session, the Hanoi People’s Council will be focused on reviewing the implementation of the city’s socioeconomic and defence-security task in the first half of 2011. The session is also designed to offer an opportunity to work out effective measures to iron out snags and devise key tasks for the second half of the year.
Speaking at 14th Hanoi’sPeople’s Council’s second session in the presence of Pham Quang Nghi, Party Politburo member and Secretary of Hanoi Municipal Party Committee, Chairman Ngo Thi Doan Thanh said the complicated global economic situation negatively affected the economy of Vietnam, and in particular, Hanoi.
However, Thanh said, under the sound leadership of the city’s Party Committee, the effective management of the People’s Committee, and the efforts of the authorities and people, Hanoi experienced high economic growth rate while the security and social orders were ensured.
The city has effectively implemented the government’s resolution 1, especially in curbing inflation, stabilising macroeconomy, ensuring social welfares, and improving the quality of educational and healthcare services, she said.

Thanh also pointed out the shortcomings in the implementation of Hanoi’s socioeconomic development task. She said Hanoi has not yet enjoyed sustainable development on account of high Consumer Price Index (CPI), dropping Provincial Competition Index (PCI) and ineffective administrative reforms .
According to a report presented at the session, Hanoi experienced a significant socioeconomic development with Gross Domestic Products increasing by 9.3 percent in the first six months, 1.67 times higher than the country’s average figure.
The city’s state budget collection reached VND61,130 billion, equivalent to 52.9 percent of the target set by the People’s Council, while it saved VND368 billion on the purchasing of public properties, said the report, adding that Hanoi successfully organized the elections of the 13th NA and People’s Councils at all levels.
*** The report presented at the second session of eighth HCM City’s People’s Council said in the first two quarters, the city’s GDP reached nearly VND200,000 billion, up 9.9 percent while its CPI rose by 11.54 percent, lower than the country’s average increase of 13.29 percent.
HCM City also generated 128,000 new jobs and granted health insurance cards to 208,000 people.

However, there remained shortcomings, such as the inadequate development of trade, services, and industrial production and administrative reforms.
In addition, labour disputes were still common and the number of traffic accidents increased further.
The city also worked out measures to boost the implementation of the government’s resolution 11 including promoting production and business, curbing inflation, ensuring appropriate economic growth, supporting economic restructuring, improving the investment environment, enhancing administrative reforms, ensuring social welfares, protecting the environment, and coping with climate change.
