Hanoi aims for a high and sustainable economic growth rate to ensure social security, develop education and healthcare and to improve people’s material and spiritual well being.

The city also pledges to deal with issues related to social welfare, urban transport, food hygiene and safety, environmental protection, human ecology and socio-economic development planning.

Hanoi will continue to expand external relations with domestic and foreign provinces and cities and step-up its guidance and management to pave the way towards Party congresses at all levels and the 1000^th anniversary of Thang Long-Hanoi.
