Prime Minister Dung noted that the implementation of the Government’s resolution on decentralisation of State management has brought about initial encouraging results, especially in attracting investment and streamlining administrative procedures for businesses and people.
Mr Dung asked ministries and sectors to examine regulations relating to 10 decentralised areas proposed by the Interior Ministry, including decentralisation concerning ministers and chairmen of provincial People’s Committees, appointment of inspectors, and approval of production development strategies.
He assigned the Ministry of Planning and Investment to establish a working group to help localities develop big projects, with a focus on zoning plan and environmental protection. He also asked each ministry and sector to establish working groups to examine administrative procedures, gather people’s opinions and abolish unnecessary regulations.
He also asked ministries, sectors and localities to publicise administrative procedures apart from strengthening supervision.
Regarding the grant of professor titles to lecturers, the PM assigned the Ministry of Education and Training to identify areas of interest to be submitted to the Government for consideration.
According to a report delivered at the meeting, major socio-economic development targets in April and the first four months of this years were fulfilled or surpassed. Notably, industrial production value in the past four months fetched VND176 trillion, a year-on-year increase of 17 percent while foreign investment capital hit US$1.4 billion, up 24 percent. Other sectors such as tourism and services also obtained high growth rates. However, there remained difficulties that need to be addressed, including risks of epidemics, power shortage and drought.
Prime Minister Dung asked ministries, sectors and localities to adopt synchronous measures to maintain economic growth targets. Accordingly, they were asked to stick to power-conserving solutions by adjusting production hours, speeding up the construction of power projects and operating power plants efficiently, combat drought and ensure adequate water and fertilizers for agricultural production and prevent fresh outbreaks of epidemics. He reminded them to keep strict control over the fixing of petrol prices by petrol trading companies to avoid speculation, monopoly and increase in essential commodity prices.
The Ministry of Finance was assigned to establish a supervision agency to keep a close watch on the stock market to make it develop healthily.
He also asked ministries, sectors and localities to speed up the disbursement of budget allocations for capital construction investment projects, develop vocational training systems to supply labour force for foreign investment projects, and accelerate the equitisation of State-owned enterprises to avoid loss and wastefulness.
The Prime Minister also asked the Ministry of Transport to propose solutions for ensuring traffic safety to be discussed at the coming Government meeting.
Cabinet members gave opinions on a scheme to issue bonds abroad, amendments and supplements to some articles of the 1993 ordinance on executing prison terms, and a Government resolution on measures to re-build crumpling residence across the country.
