Government leader calls for ensuring housing access for middle-income earners
VOV.VN - Prime Minister Pham Minh Chinh chaired the sixth meeting of the Central Steering Committee on housing policy and the real estate market at the Government Headquarters in Hanoi on February 26, discussing mechanisms and policies for the housing segment for middle-income earners.
In his opening remarks, the Government chief said that since the committee’s fifth meeting, ministries and agencies have focused on key tasks and achieved positive results. He stressed that every citizen has the right to equal and transparent access to housing, in line with socio-economic conditions and income levels. Accordingly, social housing and commercial housing should have the same infrastructure standards, and access must be equal and inclusive rather than selective, with contributions from the State, citizens and businesses.
PM Chinh noted that in 2025 the Government has issued decisive directives and introduced policies to remove bottlenecks, particularly in social housing. More than 100,000 social housing units have been finalized. With the current progress, he said, the target of building one million social housing units will be achieved by 2028, two years ahead of schedule.
He pointed out that current realities require new approaches, especially to meet housing demand among middle-income groups. At the sixth meeting, he called for consensus and solutions for the housing segment for middle-income earners, while increasing supply for different social groups and ensuring equal access to housing for all citizens.
The Government leader urged expanding land reserves for commercial housing projects priced at levels affordable to middle-income buyers; accelerating land-use planning and overall urban planning, including prioritizing land allocation for reasonably priced commercial housing; and promoting transit-oriented urban development (TOD) to optimize land use, ease traffic congestion and improve land-use efficiency. On credit policy, he proposed preferential lending and capital allocation for commercial housing projects priced within reach of homebuyers.
He placed particular emphasis on increasing supply and maintaining reasonable prices, while ensuring that those with housing needs can access housing in an open and transparent manner, preventing irregularities and inconvenience for citizens.
