European media highlights substantive progress in Vietnam-EU relations

VOV.VN - The October 22 talks in Brussels between General Secretary of the Communist Party of Vietnam Central Committee and President of Vietnam To Lam, European Council President Antonio Costa, and European Commission President Ursula von der Leyen marked substantive progress in Vietnam-EU relations following the upgrade of bilateral ties to a Comprehensive Strategic Partnership in January 2026.

This assessment has been highlighted by major European news outlets (such as Anadolu, ua.news, and CEO Magazyn Polska) alongside regional legal and trade platforms (including MLex, The Europe Today, and IEU Monitoring).

International public opinion has shown strong interest in the joint press release, which highlights substantive advancements across several areas. First, regarding trade, investment, and strategic raw materials, both sides agreed to deepen cooperation. The joint press release calls for the full implementation of the EU-Vietnam Free Trade Agreement (EVFTA) and the swift ratification of the EU-Vietnam Investment Protection Agreement (EVIPA).

According to CEO Magazyn Polska, both sides identified strategic raw materials, innovation, and new technologies as priority areas. Vietnam possesses vital mineral resources used in battery production, electronics, and energy infrastructure. Enhanced cooperation could help the EU diversify its supply chains, although the Brussels statement did not announce any specific new mining contracts.

Core economic cooperation topics, such as promoting EVFTA implementation, accelerating EVIPA ratification, energy cooperation, essential raw materials, technology, and commitments under the Just Energy Transition Partnership (JETP), drew particular attention from trade portals like The Europe Today and IEU Monitoring.

Specialized media also noted Vietnam's role, with EU representatives, such as EU High Representative for Foreign Affairs and Security Policy Kaja Kallas, viewing Vietnam as a priority EU partner in the Indo-Pacific region.

Second, concerning multi-sector cooperation, the two sides agreed to tighten ties in technology, innovation, education, strategic infrastructure, and the green transition. International commentators said that Vietnam supplies electronic goods, electrical products, apparel, and footwear to the European market. Conversely, European enterprises export machinery, chemicals, transport equipment, and other industrial goods.

Additional investor protection measures could support manufacturing and infrastructure projects. Anadolu commented that Vietnam's demand for stable energy supplies for its expanding export industries, thereby creating potential opportunities for European equipment suppliers, infrastructure developers, and financiers.

Third, regarding security and the green transition, both sides confirmed plans to boost investment through the Global Gateway initiative and the Just Energy Transition Partnership (JETP). The joint press release also acknowledged the potential for defense and security cooperation in accordance with each side's laws and policies, building on existing fields such as maritime security, cybersecurity, crisis management, and capacity building. Germany's Deutsche Welle (DW) cited expert Alfred Gerstl from the University of Vienna, who assessed that Vietnam is an important strategic partner helping the EU achieve its economic security goals.

In addition to economic cooperation, several EU nations have signed defence agreements with Vietnam. Recently, EU High Representative for Foreign Affairs and Security Policy Kaja Kallas met with Vietnamese Minister of Foreign Affairs Le Hoai Trung to bolster security cooperation, particularly in the East Sea.

Fourth, regarding multilateral commitments and human rights, the joint press release touched upon maritime security, cyber resilience, international law, human rights, and preparations for the upcoming EU-ASEAN summit scheduled for 2027 to mark the 50th anniversary of diplomatic relations.
