PM urges unified approach to two-tier local government reform

VOV.VN - Prime Minister Pham Minh Chinh called for unity and consistency in the implementation of the two-tier local government system at a national training conference in Hanoi on June 14.

The national training conference was held on June 14-15 to examine the organisation and operation of Party organisations, local government, the Vietnam Fatherland Front, and mass political organisations at the new commune level after the two-tier local government system begins its operations on July 1.

The restructuring of the political apparatus and the two-tier local government system is a “revolutionary undertaking” that must be pursued with firm determination, decisive action, and unified, synchronised, and simultaneous efforts, said the PM.

According to the PM, when the new system works, there will be delays or disruptions as people adapt to new structures. The process therefore should not be rushed or done carelessly, but it also must not be slow or indecisive.

The principle is acting step by step, learning from practice, and expanding the reform gradually to ensure each step is solid, said the PM.

The Government leader emphasised that the institutional reform is not only about creating new space and momentum for development with a broader, stronger, and more comprehensive scope and audience, but more importantly, it transforms the political system’s organisational structure from a passive, reactive model into a proactive, solution-oriented one that actively addresses the needs of the people and businesses.

The people are eagerly awaiting this transformation, and the international community is also closely watching this revolution, especially at a time when Vietnam has never had such a strong foundation, potential, stature, and international reputation as it does today, noted the PM.

He stressed the need to strengthen decentralisation and delegation of authority to local governments, in parallel with the allocation of resources, enhancement of implementation capacity, and reinforcement of inspection and oversight, while eliminating the ask-give mechanism, referring to a bureaucratic system where local units must request permission or resources from higher levels that often leads to delays, favoritism, or corruption.

He pointed to the fact that when the number of provinces and centrally-run cities is reduced from 63 to 34 at present, and the two-tier local government structure operates without the district-level administrative units, the workload will increase, the scope and number of people to manage will expand, and the complexity of governance will rise.

Party committees and local authorities must therefore promote a spirit of proactiveness, creativity, flexibility, and take on greater responsibility. They must stay close to the people, actively engage in governance, and better serve the public, making greater efforts than before, he stated.

The Prime Minister called on Party committees, government authorities at all levels, the Vietnam Fatherland Front, and socio-political organisations, especially leaders, and particularly those at the grassroots level, to actively listen to the voices of the people and businesses, stay closely connected to reality, increase field visits, stay grounded at the local level, and address real, practical issues

The Prime Minister expressed his belief that with the current strong momentum, motivation, and resources, the two-tier local government system would operate smoothly and efficiently, bringing tangible benefits for the people.

The National Assembly this week approved a resolution on the reorganisation of provincial-level administrative units, reducing the total number of the provincial/municipal-level administrative units from 63 at present to 34. It is also expected to approve the amended a Law on Organisation of Local Government next week, paving the way for the new two-tier local government system to officially start its operations from July 1.
