PM requests hastening legal reform and decentralisation
VOV.VN - Prime Minister Pham Minh Chinh emphasised the need to reform legal frameworks and enhance decentralisation and delegation of authority at a thematic session on law-making in Hanoi on April 13. .
In his opening remarks, Chinh noted that since the beginning of the term, the Government has held 35 thematic sessions on law-making, including 3 sessions in 2025 to review and comment on 18 draft laws, ordinances, and resolutions.
He stressed that institutions are a resource and a driving force for development, stating “Investing in institutions is investing in development as it brings high added value.”
However, he acknowledged that institutional bottlenecks remain the biggest obstacle, but it is easy to resolve the problem if approached correctly.
“Institutions are shaped by people. If we invest and work well, we will have a good institutional framework. If not, we end up with institutional hurdles,” the PM emphasized.
He criticized overly complex procedures that burden citizens and businesses, saying “We tie ourselves up, only to untie ourselves later. We must decisively eliminate cumbersome administrative procedures that increase compliance costs.”
The Government leader highlighted key reform directions, focusing on simplifying procedures, decentralizing and delegating authority, shifting from pre-inspection to post-inspection to ensure smart governance, seamless infrastructure and open institutions.
He called for new thinking, new approaches, and updated methodologies in drafting laws and policy proposals, keeping submissions short and straightforward.
According to the PM, the upcoming session of the National Assembly due to start on May 5 will be the session with the highest number of laws and resolutions to be ever reviewed. Many of the laws will be key to administrative restructuring and national socio-economic development.
During the April 13 session, delegates debated four draft laws – the Criminal Code (amended), the Law on Organisation of Criminal Investigation Agencies, the Law on Handling Administrative Violations (Amended), and the Law on Nationality (Amended). They also examined a draft resolution on the development of regional and International Financial Centres in Vietnam, and another draft resolution on piloting special mechanisms for social housing development.
