Party leader To Lam addresses Hanoi voter concerns about development orientation
VOV.VN - Party General Secretary To Lam met with voters in Hanoi on December 3, answering many of their questions regarding development orientations for Vietnam in the coming era of national advancement.
At the meeting, voters expressed strong approval of the success of the freshly concluded National Assembly session, that focused on improving the quality of legislative work, particularly in the process of enacting laws and implementing the Party’s resolutions into practical life. The year-end session addressed many important issues, setting a foundation for the country to enter a new era of robust development.
To ensure the laws passed by the legislature truly benefit society, voters urged the government to promptly address contradictions, overlaps, and unresolved issues in by-law documents. They also suggested revising and supplementing relevant laws and decrees according to the 2024 legislative agenda.
Regarding the National Assembly Standing Committee’s approval of a resolution on reorganizing administrative units at the district and commune levels for the 2023-2025 period, voters emphasized the need for government action. They called for timely issuance of legal documents before January 1, 2025, to ensure a smooth process for citizens during changes to identification cards, criminal records, and other documentation.
In addition, they urged the government to establish measures for proper management and use of public assets, ensuring no waste or loss of state property during the restructuring of administrative agencies.
Regarding preparations for the coming Party Congresses at all levels for the 2025-2030 term, the voters called for strict adherence to regulations and procedures for the recruitment and management of personnel. They also urged the government to promote digital transformation, administrative reforms, and the reduction of bureaucratic procedures, to help streamline processes, foster faster and more direct interaction between the state and citizens, and accelerate industrialization and modernization, advancing Vietnam into a new era.
The voters also raised concerns about environmental issues, including atmosphere pollution, the overcrowding at centrally-run hospitals in big cities, as well as the quality of education reforms. They also called for investment in waste-to-energy plants to address the shortage of electricity, reduce dependence on imported power, and ensure energy security.
After listening to the voters’ comments, Party leader To Lam praised their heartfelt and responsible opinions, and reaffirmed his commitment to fulfilling his duties as a representative of Hanoi’s people and living up to their expectations.
In his speech, the General Secretary shared key achievements for 2024, highlighting that all socio-economic development targets for the year had been met or exceeded, creating an essential foundation for the country to accelerate its progress and achieve the development targets for 2025 and beyond.
According to the Party leader, Vietnam now plays an active role in global governance, contributing significantly to international organizations. Its economic scale in 2023 was 96 times greater than in 1986 when the country embarked on the Doi Moi (Renovation) process.
Vietnam is now ranked among the 40 largest economies in the world, and the country is in the top 20 for global trade and foreign investment attraction. It has established diplomatic relations with 194 countries and has developed strategic partnerships with major global powers. The living standards of its 105 million citizens have markedly improved, with a significant reduction in poverty rates, and the country has achieved Millennium Development Goals ahead of schedule.
These successes were driven by unity, determination, and the active participation of the Party Central Committee, all Party members, the political system, and especially the people, he said.
However, To Lam emphasized the need for continued efforts, saying Vietnam should not become complacent. He echoed late Party General Secretary Nguyen Phu Trong’s advice not to ‘rest on the laurels”, stressing that Vietnam must strive to keep pace with global powers, improve citizens’ welfare, and focus on fulfilling President Ho Chi Minh’s will for a peaceful, unified, independent, democratic, and prosperous Vietnam.
In response to concerns about the country’s development into an era of prosperity, the party chief outlined several urgent tasks, including enhancing the leadership and governance of the Party, streamlining the political system, removing institutional bottlenecks, accelerating economic development, and intensifying efforts to combat corruption, waste, and negative behaviours. He stressed that the Party will continue to focus on a leaner, more efficient political apparatus, emphasizing the importance of accountability at all levels.
He also confirmed that the Party would continue to vigorously pursue anti-corruption and anti-waste measures, ensuring that the political system remains pure, strong, and genuinely serves the people.
To preserve the elegance, civility, and cultural heritage of Hanoi amidst rapid social development, General Secretary To Lam said this responsibility lies not only with the Party committees and local authorities of the capital but must also be embraced by every citizen of Hanoi and Vietnamese people as a whole. He held that maintaining these core values is a collective effort, requiring active engagement of all sectors and people from all social strata.
