Party chief pushes new development model driven by technology and innovation
VOV.VN - Party General Secretary To Lam on January 7 called for a fundamental shift in the country’s development model, urging stronger reliance on science, technology, innovation and digital transformation to sustain long-term, high-speed growth.
Chairing a working session with the Central Policy and Strategy Commission, the Party chief discussed preparations for two major policy resolutions to be submitted to the coming 14th Party Central Committee. One resolution focuses on renewing Vietnam’s development model, while the other sets out strategic measures to support double-digit economic growth alongside a new growth framework.
The Party leader said the resolutions must address strategic and urgent priorities and must be ready for immediate implementation following the 14th National Party Congress. He stressed that the policies should reflect Vietnam’s own realities rather than replicate foreign models, adopt a long-term vision beyond short-term interests, and translate clearly into concrete actions.
Resolutions must be designed for implementation, not symbolism, he said, calling for clear roadmaps, resource allocation and strong execution capacity.
The Party chief said science and technology, innovation and digital transformation should serve as the core drivers of the new growth model and underpin Vietnam’s ambition to maintain double-digit growth over the long term. He also underscored the central role of human capital, describing people as both the driving force and ultimate objective of national development.
The top leader suggested a shift from extensive growth based on natural resources and low-skilled labour to productivity-led growth powered by knowledge and technology. He said the state should move from direct intervention toward creating conditions that enable businesses and society to innovate, while reaffirming the private sector as the most important engine of the national economy.
He added that the reforms must go hand in hand with improvements in governance, institutional quality, national security and Vietnam’s international standing, describing this as essential to achieve the country’s long-term development goals.
The Party General Secretary also tasked the commission with drafting a separate resolution on building an orderly, safe and civilised society, and urged greater engagement with domestic and international experts to deliver genuinely transformative policy proposals.
