Party Charter review proposals to be submitted to upcoming plenum
VOV.VN - The Party Central Committee’s Organisation Commission has been tasked with completing a research framework and proposed amendments to the Party Charter for submission to the fourth Plenum of the 14th Party Central Committee.
This is part of the Party Central Committee Office’s Notice 140 dated August 8, that conveys the conclusions of Party General Secretary and President To Lam, head of the Central Steering Committee for the review and study of amendments and supplements to the Party Charter, at the Steering Committee's first meeting held recently in Hanoi.
At the meeting on August 5, Party General Secretary and President To Lam stressed that reviewing practical experience and studying amendments and supplements to the Party Charter is a particularly important political task of the 14th Party Congress' tenure, directly serving the revision and supplementation of the Party's Political Programme and preparations for the 15th National Party Congress.
He affirmed the current Charter's core provisions remain valid, highlighting that any amendments must be considered as part of the broader process of revising the Political Programme and the Constitution, with opinions from Party members and the people collected in a timely manner.
The goal is to build a Party Charter that is scientific, rigorous, concise, easy to understand, easy to implement, stable over the long term and durable, while maintaining the Party's leadership and ruling role and adhering to the principle of democratic centralism.
Keeping the Charter focused on core principles
Party General Secretary and President To Lam directed that the Party Charter should focus on fundamental and core matters that are principle-based, stable over the long term and fall within the authority of the National Party Congress.
Detailed and technical matters that require frequent adjustment should instead be addressed through regulations and guidelines on the implementation of the Charter.
The review will focus on provisions that have caused difficulties in practice or created gaps in organisation, authority and responsibility, as well as new issues arising from developments in the Party's organisation and activities.
The top leader also called for focused research into the Party's organisational system and leadership methods under the new organisational model, Party inspection, supervision and discipline, control over power, digital transformation and other new issues arising from practice.
Each proposed amendment must be supported by clear political, legal and practical grounds, with its impact and implementation conditions carefully assessed.
Multi-year review to support 15th National Party Congress
According to the roadmap, the overall research framework, methodology and list of research topics will be completed in 2026.
In 2027 and 2028, research and surveys will continue, alongside reviews of pilot models and the identification of issues requiring amendments and supplements. A draft overall report will also be prepared and subject to multiple rounds of consultation.
By 2029, the overall report is expected to be completed in coordination with other major reviews, including the assessment of 100 years of Party leadership of the Vietnamese revolution and 40 years of implementing the Political Programme on national construction during the transition to socialism.
The resulting theoretical and practical foundations will serve the subcommittees of the 15th National Party Congress, particularly the Party Charter Subcommittee, in preparing proposals for the Congress to consider amendments to the Charter in accordance with regulations.
As an immediate step, the Party Central Committee's Organisation Commission has been tasked with developing the overall research framework and frameworks for groups of proposed amendments and supplements.
The commission is to report to the Central Steering Committee by the end of the third quarter of 2026, so the proposals can be submitted to the fourth Plenum of the 14th Party Central Committee for consideration and comment.
The review is therefore being pursued as a multi-year process aimed not simply at addressing problems arising from practice, but at developing a more concise, stable and durable Party Charter that can meet new requirements in the organisation and activities of the Party.
