Party and State give special attention to border regions: Party leader To Lam
VOV.VN - Party General Secretary To Lam on October 11 attended a groundbreaking ceremony for Na Ngoi Boarding School for primary and lower secondary students in Na Ngoi commune, Nghe An province, demonstrating the Party and State’s special concern for the development of border regions.

Na Ngoi is a border commune adjacent to Laos, covering an area of 341.25 square kilometers with a population of 9,536. Over 98% of the residents belong to ethnic minority groups, including H’Mong, Thai, and Kho Mu.
The commune is located about 250 kilometers from the centre of Nghe An province and falls within a particularly disadvantaged economic area, as well as a strategically important zone for the province’s national defence and security.
The school, one of 248 boarding schools being built in border communes under the Politburo’s initiative, covers an area of approximately 5.5 hectares, with a total investment of nearly VND240 billion from state and socialised funding.
The modern, fully equipped facility will include 49 classrooms, dormitories, dining hall, functional rooms, play and experiential areas, and production practice zones, providing comprehensive learning and training opportunities for more than 1,900 students.
At the ground-breaking ceremony, General Secretary Lam reaffirmed that education is a top national policy and a key driving force for sustainable development. Over the past years, he said, the Party and State have given special attention to border areas; however, the reality shows that school systems, especially boarding schools in these communes, remain inadequate, limiting learning conditions for students.
He noted that the policy to invest in 248 boarding schools in border communes is a correct and highly humanitarian decision. It not only provides better learning conditions for students but also contributes to improving living standards for border communities and safeguarding national sovereignty from the grassroots level through the people and local communities.

To ensure the project’s timely completion, the General Secretary called on local authorities and construction units to act decisively, ensure site preparation, infrastructure, and capital disbursement according to schedule, and prioritise quality, safety, and aesthetics. Local residents are encouraged to actively participate and support the project for smooth implementation.
Nghe An Provincial Party Secretary Nguyen Duc Trung affirmed that the groundbreaking of Na Ngoi Boarding School holds tremendous significance, saying it is not only an educational project but also a symbol of faith, aspiration, and the deep bond between the Party and the people.
According to the official, the school is not merely a place to cultivate knowledge; it represents hope and the desire for transformation. It is where the dreams of children in the border region are nurtured, where they learn literacy, moral values, and love for their homeland.
He stressed that the school also helps preserve and promote the cultural beauty of ethnic communities, contributing to the strengthening of the special friendship between the peoples of Vietnam and Laos.
