National Assembly to debate key laws at year-end session

VOV.VN - The National Assembly is scheduled to consider a range of important draft laws at its upcoming year-end session, according to Secretary-General Le Quang Tung during the 49th session of the the National Assembly Standing Committee on September 12.

Tung stated that the legislature is expected to review and decide on 43 draft laws and resolutions related to legislative work, in addition to 12 groups of issues concerning socio-economic affairs, the state budget, oversight, and other important matters.

Notably, 15 draft laws have been added to the anticipated agenda, including the Cybersecurity Law (amended), the Law on Protection of State Secrets (amended), the Personal Income Tax Law (amended), the Law on Thrift Practice and Waste Combat, the Public Employees Law (amended), and the E-commerce Law.

Five additional items proposed by the Government for inclusion in the 2025 legislative programme are under review, including amendments to the Construction Law, the Urban and Rural Planning Law, laws related to Agriculture and Environment, the Geology and Minerals Law, and the Land Law.

Two further items within the National Assembly’s authority, to be presented at the coming session, include approving the investment policy for the national target programme on new rural development and sustainable poverty reduction for 2026–2035, and personnel-related decisions under the National Assembly’s jurisdiction.

Tung also noted that the agenda item on adjusting the national land-use plan for 2021–2030 with a vision to 2050 will be removed, as it will only have a full legal basis after the passage of the amended Land Law and amended Planning Law.

The National Assembly Office has proposed that the year-end session last approximately 42 working days, presenting two options for scheduling. Accordingly, the National Assembly would either hold the session in two separate phases as usual, or conduct it continuously without a break, allowing deputies sufficient time to complete the agenda.

Emphasising that this session is both the year-end and final-term session, Tung urged the Government to carefully review proposals, presenting only urgent matters to ensure timeliness and efficiency.

On the issue, National Assembly Chairman Tran Thanh Man suggested that the year-end session should hold continuous meetings, including Saturdays, to shorten the schedule, given the heavy workload.

The session is scheduled to open at the National Assembly Building in Hanoi on October 20.
